It is the intent of this article to promote
the general welfare of the people of the Village of Woodbury by providing
for the protection of their lives, property, economy and well-being
and to protect and preserve the health of the Village's people and
the environment by requiring all subdivisions to be serviced by municipal
water and sewer facilities.
The Village Board finds that many problems have
arisen in developments which are not serviced by municipal water and
sewer facilities. Over the years the developments which are not serviced
by municipal sewer systems have resulted in health problems due to
the fact that septic systems are continually breaking down, resulting
in health problems for the immediate vicinity. Also, in many instances,
complaints are received from individuals who have wells on their properties
of the problems encountered by them in maintaining the wells, both
from an adequacy standpoint and a functional standpoint. The Village
Board further finds that the only way to avoid such problems in the
future is to require developments to be serviced by municipal water
and sewer.
All subdivisions, as defined by Part 2, Subdivision
Regulations, located within existing Village water and sewer areas,
shall be required to be serviced by municipal water and sewer, unless
the Village Board exempts a given property because such property is
experiencing an undue financial burden in connecting to municipal
and sewer.
