There is hereby established a Zoning Plan for the Village of Woodbury, New York, applicable to all of the area within the geographical bounds of the Village of Woodbury, which plan is set forth in the text and maps that constitute this chapter. Said plan is adopted for the purposes set forth in §§ 7-700 and 7-704 of the Village Law of New York State, which, in the interest of the protection and promotion of the public health, safety and welfare, shall be deemed to specifically include the following, among others:
A. 
The facilitation of the efficient and adequate provision of public facilities and services.
B. 
The maximum protection of residential areas and the provision of privacy for families.
C. 
The prevention and reduction of traffic congestion and the provision of safe and adequate traffic access to uses generating large volumes of vehicles.
D. 
The gradual elimination of nonconforming uses.
E. 
The protection of business areas by reduction of overcongestion caused by automobile traffic and insufficient parking.
F. 
The preservation of historic and natural features and the accommodation of new development in such a way as to maintain and enhance the desirable aesthetic qualities of the Village.
G. 
To make provision for, so far as conditions may permit, the accommodation of solar energy systems and equipment and access to sunlight necessary therefor.
H. 
The protection of water resources available to residents of the Village, principally aquifers and their recharge areas.
I. 
The assurance of adequate sites for residence, industry and commerce.
J. 
The enhancement of the appearance of the Village of Woodbury as a whole, including its open and exurban environment.
K. 
The encouragement of flexibility in the design and development of land in such a way as to produce the most appropriate use of lands, to facilitate the adequate and economical provision of streets and utilities and to preserve the natural and scenic qualities of open lands.
