The Township of Marlboro shall be governed by an elected Mayor, an elected Municipal Council and by such other employees as may be duly appointed pursuant to the Charter, general law or ordinance.
The Township government shall, in addition to the elected Mayor and Municipal Council, be comprised of the following offices, departments, agencies and boards:

C. 
Agencies and boards. In addition to the offices and departments provided for herein, there shall be the following agencies and boards which are not assigned to any department:
