From and after the effective date of this article, garbage, offal or
any other foul, decaying or putrescible substance which is carried or transported
over the highways, road or any other public thoroughfare in the Township of
Marlboro shall be kept in a container of a type approved, upon inspection,
by the Code Enforcement Officer of the Township of Marlboro. The container
shall be constructed as follows: The floor and sidewalls shall be of concrete,
metal or other material so as to be watertight in construction, and all liquids
in said container shall be prevented from discharging upon the surface of
the ground or into any stream, ditch, watercourse or other body of water.
Any person, firm or corporation or its representatives who shall violate any of the provisions of this article shall, upon being convicted of said violation, pay a penalty as provided in § 4-3 of the Code. Each violation shall constitute a separate offense, and the offender shall be liable under the terms hereof and the penalty prescribed herein.
