As used in this chapter, the following terms shall have the meanings indicated:
- ROLLER SKATE(S) 
- Any device which is affixed to or worn on the feet onto which are mounted wheels. This shall include what are commonly known as "in-line skates," "roller blades" and/or "roller skates."
- A platform or other board which is mounted on wheels or a board with roller skate wheels or other similar wheels affixed to the underside, having no mechanism or other device with which to steer or control the direction or movement thereof while being used, operated or ridden.
No person shall use, operate or ride upon any skateboard or roller skates on any public sidewalk, public parking lot, roads or parking lots subject to the rules of Title 39 of the Statutes of the State of New Jersey, state highways located within the Township of Marlboro, county highways located within the Township of Marlboro, all roads and highways having speed limits in excess of 25 miles per hour and any of the following roads:
Any police officer who shall observe any person using, operating or riding upon a skateboard in violation of this chapter shall take possession of the skateboard, and the same shall be treated as follows:
First offense. The skateboard shall be returned to the parent or guardian of a minor, and a summons shall be issued with a fine of $50.
Second offense. The skateboard shall be returned to the parent or guardian of a minor, and a summons shall be issued with a fine of $100.
Third offense. The skateboard shall be forfeited to the Township of Marlboro and then destroyed by the Township of Marlboro after a period of three months from the date of forfeiture.
