This chapter shall be known as the "2011 Jersey Shore Borough Manager Ordinance."
The Borough Manager shall be appointed by Borough Council by a majority vote of a quorum of members of Council. The Borough Manager is not required to be a resident of the Jersey Shore Borough. Compensation for the Borough Manager shall be fixed by Borough Council.
Before entering his/her duties as Borough Manager, he/she shall give a bond in the amount of $500,000 to the Borough. Said bond shall be paid for by Jersey Shore Borough.
The Borough Manager shall be the chief administrative officer for the Borough. He/she shall answer to Borough Council. The powers and duties of the administration of all Borough business shall be vested in the Borough Manager, as provided for by Borough Code,[1] and shall include but not be limited to the following:
A. 
He/she shall supervise and be responsible for the activities of all municipal departments.
B. 
He/she shall recommend for hire and, when necessary, recommend for termination of employees. He/she shall have the authority to temporarily suspend an employee under his/her supervision in a manor consistent with any and all applicable laws, and pending final disposition to be made by Borough Council.
C. 
He/she shall prepare the Borough budget each year. Said budget preparation shall be after a review of anticipated expenditures and revenues of the Borough, prior to submission to Council.
D. 
He/she shall be responsible, along with Borough Council, for the administration of the budget.
E. 
He/she shall be responsible for preparation of the agenda for each meeting of Council.
F. 
He/she shall be required to attend all meetings of Borough Council and its committees. Absence from any meetings may occur so long as it is for cause and does not interfere with his/her job performance. He/she shall be given notice of all meetings of Borough Council and committees thereof.
G. 
He/she shall keep Borough Council fully advised as to the financial condition and activities of the Borough and make recommendations to Council, upon request, concerning the affairs of the Borough.
H. 
He/she shall supervise the performance and execution of all contracts with the Borough.
I. 
He/she shall be the purchasing officer for the Borough, shall purchase in accordance with the Borough Code, report on such purchases, and is authorized to collect on any monies owed to the Borough.
J. 
He/she may hear complaints regarding services provided by the Borough or personnel of the Borough. Said complaints shall be investigated in a reasonable period of time and shall be communicated to the Borough Council.
K. 
Other than for purposes of inquiry, Borough Council, its members, and its committees shall deal with the administrative service of the Borough through the Borough Manager, and neither Borough Council nor its committees can give orders, public or private, to any subordinate of the Borough Manager.

In the event that the Borough Manager is not capable or available to perform his/her duties, for a period of time (not permanent in nature), Jersey Shore Borough Council is authorized, by resolution, to appoint a temporary interim Borough Manager to act in the temporary absence of the Borough Manager.
