The Council of the Borough of Jersey Shore finds that there is a growing need in our community for a comprehensive recreation program, for people of all ages during the summer vacation period and during the remainder of the year, including the need to maintain the Jersey Shore Swimming Pool.
A Jersey Shore Borough Recreation Committee is hereby created, to be composed and organized and to have the powers and duties as set forth herein.

The Recreation Committee shall be composed of nine members, as follows: two members from Jersey Shore Borough Council, the Mayor of Jersey Shore, the Jersey Shore Swimming Pool Manager, and five remaining members, three of which are required to be residents of Jersey Shore Borough. The members of the Recreation Committee shall serve three-year terms or as follows, as initially the Committee members shall be appointed for terms that will be less than one year and as long as three years so as to stagger how many members are up for reappointment in a given year. Beginning as of the date of this chapter, the following members shall have terms that expire as follows: Council member Ken Scheesley (2015), Council member Paul Garrett (2016), Mayor Member William Dennis Buttorff (2014), Denise Smith (2014), Tom Butzler (2016), Cheryl Brungard (2016), Swim Team Representative Shelly Moore (2015), Michelle White (2014) and Swimming Pool Manager Bonnie Messersmith (2015). In the event that vacancies should occur prior to the normal expiration of a Committee member's term, Borough Council shall appoint another individual to fill the unexpired term. All members shall serve without pay. If a Committee member misses three consecutive meetings, they may be removed from this Committee by Borough Council and that seat will be filled by Borough Council.
The Recreation Committee shall meet within 20 days of the effective date of this chapter; notice of the organizational meeting shall be given to all of the newly appointed members by the Borough Manager. At the organizational meeting, the Recreation Committee shall choose a Chairman, a Vice Chairman, a Secretary and any other necessary officers, to serve for the remainder of that initial year. Elections shall be held the first meeting of each year thereafter, on a date to be specified by the Committee in its rules and regulations.
In addition to such other powers as may be given to the Committee by Borough Council from time to time, the Committee shall have the following powers:
A. 
To adopt rules and regulations for the conduct of all business within its jurisdiction;
B. 
To operate, maintain and equip the Jersey Shore Recreational Field Area, along with Borough Council;
C. 
To recommend to Borough Council recreation improvements and events;
D. 
To recommend qualifications and duties of all personnel employed at the pool;
E. 
Set opening and closing times of the swimming pool both daily and yearly.
It shall be the duty of the Recreation Committee to:
A. 
Develop a recreation plan for the Borough of Jersey Shore. A copy of said plan shall be submitted to the Borough Council for approval. Thereafter, prior to the first Monday of November of each succeeding year, the Committee shall review and revise, as it deems necessary, the recreation plan for the Borough;
B. 
Prepare an annual budget and appropriation request which shall be submitted to the Borough Council prior to the first Monday of each October. This budget will be used in determining the allocation of funds each year, said funds and banking being maintained and controlled by the Jersey Shore Borough;
C. 
Record meeting minutes and submit a copy to Borough Council;
D. 
Prepare the annual budget for the operations of the swimming pool with the Borough Manager and submit the same to the Borough Council before October 15 of every year. This budget will be used in determining the allocation of funds each year;
All receipts from the yearly operation of the swimming pool and all donations towards the yearly operations shall be placed in a special Borough pool account designated as the "Jersey Shore Swimming Pool Account." All expenses for the yearly operation of the swimming pool shall be paid from this account.
