Department Directors may be full-time City employees in another title. Directors shall receive salaries as specified hereunder, to be paid in the same manner as salaries of all other City employees. The salary of the following directors shall be fixed by the Council in the compensation schedules heretofore adopted or hereafter to be adopted in the Schedule of Classified/Unclassified Positions and Applicable Salary Ranges in the Civil Service of the City of Vineland:
A. 
Director of the Department of Administration.
B. 
Director of the Fire Department.
C. 
Director of the Department of Licenses and Inspections.
D. 
Director of the Department of Law.
E. 
Director of the Department of Municipal Utilities.
F. 
The salary of the Director of Public Safety shall be in accordance with Ordinance No. 2019-6, adopted January 10, 2019.

G. 
The salary of the Director of the Department of Public Works shall have a range of $104,762 to $130,000.

H. 
The salary of the Director of Health shall be $5,000 per year commencing January 1, 2017.
I. 
The salary of the Director of Finance shall be $5,000 per year commencing January 1, 2017.
J. 
The salaries of the Directors of Public Safety, Department of Public Works, Department of Health and Department of Finance shall be paid as stipends and not part of the salary of the individual in the event an employee of the City of Vineland is appointed as director of the aforementioned departments.
K. 
Notwithstanding anything herein to the contrary, no director of the City of Vineland shall be entitled to compensatory time or overtime as defined in the Federal Fair Labor Standards Act.[1]

Other City officials shall receive salaries as specified hereunder to be paid in the same manner as salaries of all other City employees as follows:
A. 
The salary of any managerial executive, which is not set by this chapter or a collective bargaining agreement, shall be fixed by the Council in the compensation schedules heretofore adopted or hereafter to be adopted in the Schedule of Classified/Unclassified Positions and Applicable Salary Ranges in the Civil Service of the City of Vineland. Salary adjustments for such managerial executives shall not be less than salary adjustments granted to nonuniformed supervisors covered by a collective bargaining agreement. Terms and conditions of employment for managerial executives shall not be less than those received by nonuniformed supervisors.
B. 
The salary of any confidential employee, which is not set by this chapter or a collective bargaining agreement, shall be fixed by the Council in the compensation schedules heretofore adopted or hereafter to be adopted in the Schedule of Classified/Unclassified Positions and Applicable Salary Ranges in the Civil Service of the City of Vineland. Salary adjustments for such confidential employees shall not be less than salary adjustments granted to blue-collar and clerical employees covered by a collective bargaining agreement. Terms and conditions of employment for confidential employees shall not be less than those received by blue-collar and clerical employees.
C. 
If an employee is covered by an individual employee agreement, then salaries and other terms and conditions of employment shall be governed by the individual employee agreement.
D. 
The salary of the Deputy Municipal Clerk shall be $1,000 per year.
E. 
The salary of the Deputy Tax Assessor shall be $1,000 per year.
F. 
The salary of the Municipal Treasurer shall be $500 per year. In the event the Municipal Treasurer is unavailable to perform assigned duties, the appointing authority shall designate an employee to assume said duties.
