The Borough Council is hereby authorized to enter into an agreement with the Hospital Service Association of Northeastern Pennsylvania extending Blue Cross and Blue Shield coverage to the employees and officers of the Borough of Honesdale. The Borough of Honesdale shall pay from borough funds the quarterly premiums as set forth in said agreement with the Hospital Service Association of Northeastern Pennsylvania to provide for individual coverage of such employees and officers of the borough as desire to participate in said Blue Cross and Blue Shield programs.
In the event that the individuals and officers desiring such coverage also desire to extend the coverage of their policy so obtained hereunder to members of their own family who would qualify for such plan, this shall be permissible when approved by the Hospital Service Association of Northeastern Pennsylvania so long as the expense thereof, over and above their individual coverage, is paid by such employee of the borough; and the Secretary of the Borough of Honesdale is hereby authorized to establish a system of payroll deductions as said Secretary may be directed to do by each employee or officer desiring to extend coverage of his or her policy to other members of his or her family.
Appropriation is hereby made from the proper fund of the Borough of Honesdale to pay the necessary premiums for coverage of the employees and officers mentioned in § 28-1 above, and authority is hereby given to the Mayor, the President and the Secretary of the Borough of Honesdale to enter into said agreement with the Hospital Service Association of Northeastern Pennsylvania to effectuate the purposes of this article.

Any person being unable to perform the normal functions for which they were originally employed for a period of 90 days from the commencement of their failure to be able to perform their duties shall be reason without cause, other than the failure to perform their employment, for termination of employment, by being considered totally disabled by the borough.
