The Council of the Borough of Honesdale hereby ordains that all bicycles
operated in the Borough of Honesdale shall be subject to the rules and regulations
as hereinafter set forth.[1]
It shall be unlawful for any person to ride a bicycle on any of the
public sidewalks or walks of the public grounds of this borough.
It shall be unlawful for any person to ride a bicycle on any of the
public streets of this borough without having said bicycle equipped with an
alarm bell of practicable size and in working order. It shall be the duty
of any person so riding a bicycle as aforesaid upon the streets of said borough
to give the alarm by ringing said bell.

It shall be unlawful for any person to ride a bicycle on said public
streets of said borough between the period from one hour after sunset to one
hour before sunrise without having said bicycle equipped with a lamp, showing
a white light visible at least 100 feet in the direction toward which the
bicycle is proceeding and equipped with a red reflector taillight.

Any person who shall violate any provisions of this chapter shall, upon
conviction thereof, be sentenced to pay a fine of not more than $600, plus
costs of prosecution. In default of payment thereof, the Police Department
shall impound the violator's bicycle and/or the violator shall be imprisoned
for a term not to exceed 30 days.
