No person, whether as owner or keeper, shall
permit a dog to run at large upon the public streets, sidewalks or
other public places or upon the private property of another individual.
Any dog shall be restrained by the use of a leash or a chain not exceeding
six feet in length at all times when upon the public streets, sidewalks,
parks or other public or private property in the Borough of Ingram.
A.ย
No person shall keep or harbor any dog, cat or other
animal in the Borough of Ingram so as to create offensive odors, excessive
noise or unsanitary conditions which are a menace to the health, comfort
or safety of the public, or otherwise permit the commission or existence
of a nuisance as defined herein.
B.ย
Any dog, cat or other animal, which by frequent and
habitual barking, howling, screeching, yelping or baying, or in any
other manner disturbs the quiet of any reasonable person or the community,
or which disturbs or endangers the comfort, repose or health of reasonable
persons, is hereby declared to be committing a noise nuisance; provided,
however, that no person is trespassing or threatened to trespass upon
private property in or upon which the animal is situated nor is there
any other legitimate cause which justifiably provoked the animal.
No owner or person having custody of such animal shall harbor or permit
it to commit such a nuisance.

C.ย
Any dog, cat, or other animal which scratches, digs
or defecates upon any lawn, tree, shrub, plant, building or any other
public or private property, other than the property of the owner or
person in charge or control of such animal, is hereby declared to
be a nuisance.
D.ย
No person being the owner or in charge or control
of any dog, cat or other animal shall permit such animal to commit
a nuisance on any school grounds, Borough park or other public property,
or upon any private property other than that of the owner or person
in charge or control of such dog, cat or other animal without the
permission of the owner of such property. Where the owner or person
in charge or control of such animal immediately removes all feces
deposited by such animal and disposes of same in a sanitary manner,
such type of nuisance shall be considered abated.
Any person with defective eyesight and/or hearing
while relying upon a dog or other animal specifically trained for
the purpose of assisting the individual with defective eyesight and/or
hearing shall be exempt from compliance with this article.
Any person who violates any provision of this
article shall be subject to a fine of not less than $50 nor more than
$300. Every offense shall be considered a separate offense and subject
to the penalties as provided herein.

As used in this article, the following terms
shall have the following meanings:
Any animals kept or propagated for food or as a means of
livelihood, including horses, ponies, cattle, pigs, sheep and other
hoofed animals; also deer, elk, and all other animals not ordinarily
defined as household pets.
Having a right of property in such livestock or poultry,
and any person who keeps or harbors the same in his or her care.
Any chickens, ducks, geese and turkeys.
Any property which is located within the Borough of Ingram
and improved with a structure or dwelling which is occupied by human
beings.
No person shall be permitted to own, harbor
or maintain at a residence or other property located within the Borough
of Ingram any livestock or poultry.
Any person who shall violate any provision of
this article shall, upon conviction thereof, be sentenced to pay a
fine of not less than $100 and not more than $600.
