This article repeals the ordinances specifically
mentioned above[1] and any other ordinances dealing with the handling of
dogs adopted by the Board of Supervisors before the date of adoption
of this article to the extent any such ordinances are inconsistent
with the terms of this article. Any enforcement action, however, which
has commenced or which may hereafter commence in response to conduct
occurring before the effective date of this article may be brought,
prosecuted or enforced under the terms of the ordinances which existed
at the time the conduct occurred, and to the extent of such prosecution
or enforcement, the said repealed ordinances shall remain in full
force and effect.

The following terms shall have the meanings
set forth in this section:
Any person having a right of property or having custody of
any dog or other animal governed by this article or any person who
harbors or permits a dog or other animal governed by this article
to remain on or around his or her property.
Any highway, street, alley, park, school, sidewalk or other
land to which the public is invited or any property of any person
other than the owner.

No owner shall permit any dog to be upon any
public property or the property of another person unless the dog is
leashed and under control of the owner at all times.
No owner shall permit any dog or other animal
to defecate upon any public property or the property of another person
unless the owner immediately cleans up and removes the defecation
and disposes of it in a sanitary manner. The provisions of this section
shall not apply to a guide dog accompanying a blind person or otherwise
assisting a person with a disability.
The owner of every dog shall keep the dog penned
in a dwelling or other enclosure or securely tied in such a manner
that the dog cannot walk or run on any public property or the property
of another person.
Every owner of a dog shall keep the dog under
sufficient control so as to prevent the dog from entering upon any
public property or the property of another person without the owner's
consent.
Every police officer is authorized to enforce
this article. In addition, the Board of Supervisors may from time
to time appoint one or more representatives of the township to enforce
the terms of this article. Any police officer and any other person
so authorized may seize a dog or other animal whose owner is violating
the terms of this article and may dispose of such dog or other animal
in accordance with law.
Any person violating any of the provisions of
this article shall, upon conviction thereof before any District Justice,
be sentenced to pay a fine in accordance with the following schedule
and pay the costs of prosecution, and in default of the payment of
the fine and costs, undergo imprisonment in the Lancaster County Prison
for a period of not more than 10 days:
