[HISTORY: Adopted by the Township Committee of the Township of Blairstown as Sec. 2-5 (Ord. No. 152) of the 1977 Revised General Ordinances. Amendments noted where applicable.]
GENERAL REFERENCES
Functions of Chief Financial Officer — See Ch. 5.
The township will not pay out or disburse any of its moneys:
A. 
Unless the person claiming or receiving the same shall first present a detailed bill of items or demand, specifying particularly how the bill or demand is made up, with the certification of the party claiming payment that it is correct. The Township Committee may, by resolution, require an affidavit in lieu of the certification, and the Clerk or disbursing officer of the township may take such affidavit without cost; and
B. 
Unless it carries a certification of some officer or duly designated employee of the township having knowledge of the facts that the goods have been received by, or the services rendered to, the township.
A. 
The method of disbursing moneys for payment of bills and claims due from the township, when approved, shall be as follows: By check drawn on the Treasurer, or other custodian of funds of the township, and, after being signed by the Mayor or other chief executive officer, shall be countersigned by the Treasurer or other custodian of funds.
B. 
The foregoing section is pursuant to N.J.S.A. 40A:5-17.
All claims and bills approved for payment by the Township Committee shall be recorded by the Township Committee in its minutes. The record of approval shall be open to the public. The foregoing is pursuant to N.J.S.A. 40A:5-18.
