There is hereby established a Historic Preservation Committee which shall be an advisory committee consisting of up to 25 members whose terms and powers are hereinafter set forth.
A. 
The Historic Preservation Committee shall be comprised of the following persons: All members of the Historic Preservation Committee, of which 75% of said members shall be residents of Blairstown Township, shall be appointed by the Mayor with the advice and consent of the Township Committee.

B. 
The Historic Preservation Committee shall have three alternate members, designated as Alternate One, Alternate Two, and Alternate Three, to be appointed by the Mayor with the advice and consent of the Township Committee.

A. 
The Township Committee Liaison shall have a term which shall correspond with the term of his or her representative office.
B. 
All appointees shall have three year terms except for the first year. The terms shall be staggered or arranged so that no more than three members are appointed in a given year.
(1) 
Three of the appointees shall have an initial term of three years.
(2) 
Three of the appointees shall have an initial term of two years.
(3) 
One of the appointees shall have an initial term of one year.
C. 
The Mayor shall appoint a new member to fill any vacancy, which newly appointed member shall serve for the unexpired term of the vacancy.
D. 
Members shall serve without remuneration.
E. 
All alternate member appointees shall have three-year terms except for the first year. The terms shall be staggered or arranged so that not more than one alternate member is appointed in a given year.

Alternate One shall have an initial term of three years.
(2) 
Alternate Two shall have an initial term of two years.
(3) 
Alternate Three shall have an initial term of one year.

A. 
The Historic Preservation Committee shall make recommendations to the Township Committee with regard to the historic preservation needs of the Township. In furtherance of same, the Historic Preservation Committee shall:
(1) 
Prepare a survey of historic sites of the municipality pursuant to criteria identified in the survey report;
(2) 
Make recommendations to the Land Use Board on the historic preservation plan element of the master plan and on the implications for preservation of historic sites of any other master plan elements;

(3) 
Advise the Land Use Board on the inclusion of historic sites in the recommended capital improvement program;

(4) 
Advise the Land Use Board on applications for development;

(5) 
Provide written reports on the application of the Zoning Ordinance provisions[1] concerning historic preservation; and

(6) 
Carry out such other advisory, educational and informational functions as will promote historic preservation in the municipality.
The governing body shall, in its sole discretion, make provision in its budget and appropriate funds for the appropriation of funds for the expenses of the Historic Preservation Committee.

The Land Use Board shall make available to the Historic Preservation Committee an informational copy of every application submitted to either Board for development in historic zoning districts or on historic sites designated on the Zoning or Official Map or in any component element of the Master Plan. The Historic Preservation Committee may provide its advice, which shall be conveyed through its delegation of one of its members or staff to testify orally at the hearing, on the application and to explain any written report which may have been submitted.
The Historic Preservation Committee shall hold public meetings, which public meetings shall be held in accordance with the Open Public Meetings Act, N.J.S.A. 10:4-6 et seq. and shall annually fix its meeting dates and give appropriate notice of the time and place of its meetings and shall not conduct any meeting except in compliance with the law.
The Historic Preservation Committee shall select from among its members a Chairman and a Vice Chairman to serve as the presiding officer in the absence of the Chairman. The Committee shall also select a Secretary whose function shall be to maintain minutes of the Committee's meeting and records of the proceedings of the Committee.
The Historic Preservation Committee shall organize annually on or after January 1 of each year.
