Vehicle and traffic — See Ch. 191.
It shall be unlawful to park any vehicle in any municipal parking lot in violation of any ordinance, or to so park contrary to the rules established by the Borough Council for the use of municipal parking lots or in any place or manner other than that designated by the Borough. No commercial or freight-carrying vehicle or trailer shall be parked in any municipal parking lot except as permitted or designated by Borough Council.

Any resident of the Borough of Marcus Hook may apply for a special permit to park a commercial or recreation vehicle or any other vehicle of a similar character (defined as being self-propelled) in a municipal parking lot. This special permit shall be limited to a commercial or recreation vehicle or any other vehicle of a similar character with a registered gross vehicle weight of no more than 10,000 pounds. The fee for the initial permit and any renewals shall be set by resolution of Borough Council. A special permit does not exempt its holder from the observance of all other traffic and parking regulations.
It shall be unlawful to park any car in any municipal parking lot for a period of longer than 24 hours unless specifically authorized by Borough Council.
In any municipal parking lot where meters are installed, it shall be unlawful to park any car without first inserting a coin in the meter controlling the parking place used during metered hours or to park for a longer period than that covered by such coin. It shall be unlawful to park in any municipal parking lot where a fee is provided by ordinance without paying such fee.

Parking of vehicles in the Mary M. Campbell Library parking lot, located next to the Marcus Hook Municipal Building, is restricted to library staff and patrons, municipal and staff vehicles, and persons with business at the Municipal Building. Borough resident vehicles displaying a residential parking permit may park in this parking lot during the hours when the library is closed to the public.
It is the policy of Borough Council to provide municipal parking lots for the convenience of Borough residents. Off-street parking, wherever feasible, is preferred to on-street parking.
No person shall deface, injure or damage any property while it is located on a municipal parking lot.
Parking of utility trailers, house or vacation trailers, boats or other similar vehicles shall be prohibited in municipal parking lots except as specifically permitted or designated by Borough Council.

No person shall, at any hour of the day or night, make mechanical repairs of any nature or description whatsoever to any motor vehicle or leave unattended any motor vehicle on a vehicle lifting or support device (i.e., jacks, ramps, blocks) while said motor vehicle is parked or standing on any Borough municipal parking lot. The Chief of Police is hereby authorized to remove or direct to remove any vehicle found leaking gasoline or engine fluids (where no other alternative is available) while said motor vehicle is parked or standing on any Borough municipal parking lot.

Any person violating any of the provisions of this chapter shall, upon conviction thereof, be punishable for each offense by a fine of up to the maximum amount provided from time to time by state statute.
