The arrangement, character, extent, width, grade
and location of all streets shall conform to the Official Map and
to the Community Master Plan, if one has been adopted, and shall be
considered in their relation to existing and planned streets, to topographical
conditions and to public convenience and safety and in their appropriate
relation to the proposed uses of the land to be served by such streets.
Where not shown on the Official Map or Community Master Plan, the
arrangement and other design standards of streets shall conform to
the provisions found herein.
A.Â
The arrangement of streets in new subdivisions and/or
land developments shall make provisions for the continuation of existing
streets in adjoining areas.
B.Â
Where adjoining areas are not subdivided and/or developed,
the arrangement of streets in new subdivisions and/or land developments
shall make provisions for the proper projection of streets.
C.Â
When a new subdivision and/or land development adjoins
unsubdivided and/or undeveloped land appropriate for subdivision and/or
land development, then the new streets shall be carried to the boundaries
of the tract proposed to be subdivided and/or developed.
D.Â
Alleys shall be discouraged in residential districts.
In commercial and industrial areas, adequate alleys or off-street
loading and unloading space, where needed for loading and unloading
or access purposes, shall be provided.
E.Â
The center lines of streets shall intersect as nearly
at right angles as possible, but in no case shall they intersect at
less than 75° nor more than 105°.
F.Â
At intersections of streets and of streets and alleys,
the property line corners shall be rounded by arcs with radii or by
chords of such arcs in accordance with the engineering specifications.
G.Â
Street jogs with center-line offsets of less than
125 feet shall be avoided.
H.Â
Whenever the proposed subdivision and/or land development
contains or is adjacent to a highway designated as a limited access
highway by the appropriate highway authorities, provision shall be
made for a marginal access street at a distance acceptable for the
appropriate use of the land between the highway and such street.
I.Â
To assure adequate sight distance, horizontal and
vertical curves shall be provided on all streets and shall be 300
feet for primary streets, 200 feet for secondary and collector streets
and 100 feet for minor streets.
J.Â
Tangents. A tangent of at least 100 feet shall be
introduced between curves on arterial and collector streets.
L.Â
Dead-end streets, designed to be so permanently, shall
not be longer than 400 feet and shall be provided with a turnaround
having an outside road diameter of at least 80 feet and a property
line diameter of at least 100 feet.
M.Â
The grade of streets shall be not less than five-tenths
percent (0.5%) nor more than 10% unless topographic conditions make
a steeper grade necessary.
N.Â
Names of new streets shall not duplicate existing
or platted street names or approximate such names by the use of suffixes
such as "lane," "way," "drive," "court" or "avenue." In approving
names of streets, cognizance may be given to existing or platted street
names within the postal delivery district served by the post office.
New streets shall bear the same name of any continuation or alignment
with an existing or platted street.
Blocks shall not exceed 1,200 feet in length
and shall be of sufficient width to permit two tiers of lots except
as otherwise provided herein.
The arrangement and other design standards of
lots shall conform to the following requirements:
A.Â
Every lot shall abut a street.
B.Â
Double-frontage lots shall not be platted, except
that, where desired along limited access highways, lots may face on
an interior street and back on such thoroughfares. In that event,
a planting strip for a screen, at least 15 feet in width, shall be
provided along the back of the lot. Where lots back on a railroad,
creek or other natural barrier, there may also be required a fifteen-foot
planting screen strip, and interior lots having frontage on two streets
shall be prohibited except where unusual conditions make it desirable.
