[Derived from Ch. I, Part 5C, Sections 101 through 107, of the 1964 Code of Ordinances of the City of Monessen]
It is the intention of the Council of the City of Monessen to organize an Authority under the Parking Authority Law, approved June 5, 1947, P.L. 458, as amended and supplemented,[1] for the purpose of exercising any and all of the powers conferred by said law.

The name of the proposed Authority is "Monessen Parking Authority."
The proposed Articles of Incorporation of the proposed Authority are as follows:
MUNICIPAL AUTHORITY
ARTICLES OF INCORPORATION
To the Secretary of the Commonwealth of Pennsylvania:
In compliance with the Parking Authority Law, approved June 5, 1947, P.L. 458, as amended and supplemented, the City of Monessen, a city of the third class of the Commonwealth of Pennsylvania, situated in Westmoreland County, pursuant to a resolution duly adopted by the Council of said City signifying its intention to form an Authority, hereby certifies:
1.
The name of the Authority shall be "Monessen Parking Authority."
2.
The Authority is formed under the Parking Authority Law, approved June 5, 1947, P.L. 458, as amended and supplemented.
3.
The name of the incorporating city is the City of Monessen, and the names and addresses of its Council members are as follows:[1]
4.
The names, addresses and terms of office of the first members of the Board of Authority are:[2]
IN WITNESS WHEREOF, the City of Monessen, the incorporating city, has executed these Articles by its proper officers thereunto duly authorized and under its municipal seal this 23rd day of September, 1950.

On this 25th day of September, 1950, before me, the undersigned, personally came the above-named Hugo J. Parente and Francis H. Crum whose official positions in the City of Monessen, the incorporating city, are, respectively, Mayor and City Clerk, and who, in due form of law, acknowledged the foregoing to be the act and deed of the said City of Monessen, the incorporating city, for the purposes therein specified.

The persons designated as the first members of the Board of the Authority in the Articles of Incorporation set forth in § 5-26 of this article, all of whom are residents of the City of Monessen and County of Westmoreland, are the persons appointed as such by the Mayor of the City of Monessen in accordance with the provisions of the Parking Authority Law, approved June 5, 1947, P.L. 458, as amended and supplemented.[1]

The Articles of Incorporation of the proposed Authority in substantially the form set forth in § 5-26 of this article shall be executed on behalf of the City of Monessen by the Mayor of the City of Monessen and under its municipal seal, attested by the City Clerk, and such officers are hereby authorized, empowered and directed to do all things necessary and appropriate to effect and establish said proposed authority in conformity with the provisions of the Parking Authority Law, approved June 5, 1947, P.L. 458, as amended and supplemented.[1]

The adoption of this article is deemed necessary to promote the safety and welfare of the City of Monessen.
The term of existence of Monessen Parking Authority is hereby extended to 50 years from the date of adoption of this article.
