The executive and administrative powers, authority and duties of the
city, to be performed by the several departments of the city government, as
fixed by Act of Assembly, are hereby assigned and distributed as follows:
A.
Department of Public Affairs. The Department of Public
Affairs shall be under the supervision of the Mayor, and he as head of such
Department shall have management and control of the city police and other
powers vested in him by law. The Mayor shall have the authority, at all times,
to call upon any official of the city or heads of departments as to any information
on affairs under their control and management as he may require. He may likewise
report upon any and all matters of the city government as frequently to City
Council as he deems conducive to the interest and welfare of the city. This
Department shall be known and designated as "Department No. 1."
B.
Department of Accounts and Finance. The Department of
Accounts and Finance shall be under the supervision of the member of Council
designated for said purpose, who shall perform and discharge the several duties
imposed by law. Said Department shall have the charge, control, management
and supervision of the assessment and collection of all sources of revenue,
except where otherwise specifically provided by law or ordinance, and shall
have the general supervision over all subordinate officers whose duties pertain
to the collection and paying over of any of the moneys and revenue of the
city, excepting any duties pertaining thereto which are or may hereafter be
conferred upon any other person or persons by law or ordinance. The City Treasurer,
City Controller and City Assessors shall be attached to this Department. This
Department shall be known and designated as "Department No. 2."
C.
Department of Public Safety. The Department of Public
Safety shall be under the supervision of the designated member of Council
and shall have the charge, management, control and supervision of all matters
and things pertaining to the Health Officer, Zoning Administrator and Housing
Administrator; the public charity and poor affairs of the city, insofar as
the same may be vested in and administered by the city; the administration
and enforcement of the Plumbing Code;[1] all matters pertaining to telegraph, telephone and electric lights
and all other electrical matters (except insofar as any part of such electrical
matters may be committed to any other department); the location, inspection
and maintenance of all cables, wires and billboards; food inspection; the
removal and disposal of garbage and refuse;[2] and the various fire companies now or hereafter comprising the
Fire Department of the city.[3] This Department shall be known and designated as "Department No.
3."
D.
Department of Streets and Public Improvements. The Department
of Streets and Public Improvements shall be under the supervision of the members
of Council designated for said purpose and shall have charge, control, management
and supervision of streets and highways and all new work and repairs thereto,
including sidewalks and the removal of obstructions therefrom, thereover or
thereunder and the prevention of nuisances thereon; sewers, their construction,
reconstruction and repair; bridges, all public utilities that have anything
to do in, over or under the public streets or highways; the City Engineer,
together with his assistants and employees, and the Street Commissioner, together
with his assistants and employees, are attached to this Department, including
the charge, control and management of the Sewage Disposal Plant; the Superintendent
of Garage and all mechanics and mechanical work shall be attached to this
Department. Moreover, all the officers, employees, agents and servants presently
assigned to the Department of Public Safety and the Department of Parks and
Public Property shall now come under the exclusive jurisdiction and supervision
of the Department of Streets and Public Improvements and shall constitute
a labor pool for assignment to the various departments of said city as the
Director of said Street Department may see fit to assign from time to time
for the efficient and economical operation of said city government. The various
vehicle equipment, other personal property and supplies now assigned to the
Department of Safety and the Department of Parks and Public Property shall
and are hereby transferred, assigned and set over to the Department of Streets
and Public Improvements for the assignment and use to the various departments
of said city as the Director of the Department of Streets and Public Improvements
may see fit for the economical operation of said city government and shall
likewise constitute a pool for the economical operation of said city government.
This Department shall be known and designated as "Department No. 4."
E.
Department of Parks and Public Property. The Department
of Parks and Public Property shall be under the supervision of the member
of Council designated for said purpose and shall have all the duties and powers
by ordinance heretofore vested in said Department. Excluding, nevertheless,
the control, management and supervision of the officials and employees of
the city formerly assigned to said Department as well as the vehicle equipment,
other personal property and other supplies thereto formerly assigned. This
Department shall be known and designated as "Department No. 5."
Except where otherwise directed by law, the Director of each of the
above departments shall exercise his powers, authorities and duties, subject
to the direction and control of the Council.
The Director of each department shall have authority to hire such employees
and laborers as may be necessary to the proper and rightful performance of
the duties of each respective department; but such employment shall always
be subject to the approval and control of the Council.
The Council may by resolution, at any time, appoint and direct the Director
of any department (except the Mayor) to assist the Director of any other department
in the performance of the duties in the latter department, and the person
so appointed and directed shall act only as an assistant or deputy and shall
be under the direction of the Director of the department to which he is temporarily
appointed for service.
All materials and supplies to be purchased by or for any of the departments
shall be purchased in accordance with the provisions of the ordinance governing
purchasing for the city.[1]
If, in the exercise of any of the powers, authority and duties as herein
or hereafter assigned and distributed, there shall appear to be a conflict
or difficulty in determining to which department the matter or thing in controversy
belongs, the question shall be settled and determined by resolution of Council.
The Director of each department shall make and enforce such rules and
regulations not inconsistent with law or ordinance as may be deemed necessary
to secure efficient service in his department or the business in charge thereof
and shall countersign all warrants for the payment of the salaries and compensation
of all the officers and employees for all work done under supervision and
control and for all materials and supplies furnished his department.

The function of said Department shall be:
A.
The Department shall have the responsibility of coordinating
the Comprehensive Master Plan for the City of Monessen between all governmental
and private agencies whose sphere of activity is encompassed by any aspect
of the Comprehensive Master Plan.
B.
The Department shall advise and report to City Council
on all aspects of current planning proposals, the capital budget and capital
improvement projects contemplated or initiated by any government or private
agency which affect the Comprehensive Master Plan.
C.
The Department shall be responsible for the periodic
submission of the Workable Program required by the United States Department
of Housing and Urban Development.
D.
The Department shall be responsible for the administration
of the Housing Code, Building Code, Zoning Code, Health Code, Fire Code, Plumbing
Code and other related codes.[1]

E.
The Department shall be responsible for the administration
and coordination of all planning and development programs and projects undertaken
by the City Council of the City of Monessen involving grants or loans from
the United States government or the Commonwealth of Pennsylvania or any other
governmental or private source.
F.
The Department shall be responsible as a liaison office
for advising and reporting to City Council concerning planning proposals and
projects undertaken by any governmental or private agency upon which official
action of any kind is required by City Council.
The Department of City Planning may consist of the following officers
and employees:
The Director shall be in charge of the administration of the Department
and shall supervise the duties and activities of all officers and employees
of the Department. The Director shall be a planner certified by the Commonwealth
of Pennsylvania.
Appointments to all positions in the Department of City Planning and
Urban Development shall be made by City Council from time to time as the vacancies
occur. The Director of the Department shall advise City Council concerning
educational and experience requirements for the officers and employees of
the Department.
The compensation to be paid to all officers and employees of the Department
shall be established from time to time by City Council of the City of Monessen.
