Any person or organization wishing to operate any carnival, circus or similar amusement or concession in the City of Monessen, Pennsylvania, must first procure a permit from the City Clerk.
Said permit shall be valid only for the specified period of time. Permits shall be valid for only one engagement, which is hereby defined as being a period of less than 15 days of operation.
The fee for said permit shall be as set forth from time to time by resolution of the City Council.
A. 
Any person or organization wishing to operate said carnival, circus, similar amusements or concessions must at the same time furnish a certificate of insurance for public liability in the following amounts:
(1) 
Bodily injury: $100,000 to $300,000.
(2) 
Property damage: $50,000.
B. 
Any such operation must satisfy the provisions of the Federal Occupational Safety and Health Act.
Any person or organization who or which violates this chapter shall, upon conviction thereof in a summary proceeding before any District Justice having jurisdiction of such offense, be sentenced to pay a fine of not more than $300 or to undergo imprisonment not exceeding 90 days, or both.
