A filing fee as set from time to time by resolution of the City Council
per subdivision shall accompany the filing of the preliminary plan of lots.
No subdivision application shall be accepted or acted upon unless the fee
is paid in the total sum of not less than as set from time to time by resolution
of the City Council, multiplied by the number of lots in the plan. If, after
application, the number of lots is changed, appropriate additional fees or
refunds shall be made.
