The Borough of Lehighton, in the County of Carbon and Commonwealth of Pennsylvania, does hereby adopt the registration system of real estate in said borough, as provided for in the Act of the General Assembly of the State of Pennsylvania in the Act of May 4th, 1927, P.L. 519, Article XXX, Section 3001.[1]

A. 
The Borough Manager and/or Borough Secretary is hereby designated as the person in charge of such real estate registry, and he shall cause to be made all necessary books, maps and plans as will show:
(1) 
The situation and dimensions of each property in the borough.
(2) 
The house number, if any.
(3) 
The name of the owner or owners thereof, with blank spaces to insert the name of the owner of each lot and with provision for the names of future owners and dates of future transfers of title.
B. 
For such purpose, the Borough Manager and/or Borough Secretary shall have free access, without charge, to any of the public records wherein the necessary information may be obtainable therefor, and he may also cause search to be made in any other place for any muniments or evidence of title not reported to him and requisite for the completion of such books, maps or plans.
C. 
All such books, maps and plans shall be carefully preserved in the office of the Borough Manager and/or Borough Secretary and shall be kept, by additions from time to time, so as to show, at all times, the ownership of every lot or piece of real estate or subdivisions thereof within the limits of the Borough of Lehighton, with the successive transmissions of title from the date of this chapter.
All persons acquiring title to real estate in the Borough of Lehighton, whether by purchase, devise, partition of in any other manner whatsoever, shall furnish to the Borough Manager and/or Borough Secretary, within one month after acquiring such title, descriptions of their respective properties upon blanks furnished by the borough and, at the same time, present their conveyance to be stamped by said Manager and/or Secretary, without charge, as evidence of the registry thereof.
Any person or persons neglecting or refusing to comply with the provisions of this chapter shall, upon conviction, be subject to a fine of not more than $600 and costs of prosecution and, in default of payment of such fine and costs, to imprisonment for not more than 30 days.
