A.
The owner of each property which is metered to measure water consumption
shall constitute a "customer" under this section, regardless of the
number of residential or commercial units connected to the meter.
B.
All customers of the Borough of Rosslyn Farms sanitary sewer system
shall be assessed quarterly sewer fees as follows:
(1)
Each customer shall pay a flat customer service fee of $16.69 per
quarter, plus an additional fee of $7.94 for each 1,000 gallons of
water used for charges assessed by the Allegheny County Sanitary Authority;
and
(2)
Each customer shall also pay a surcharge fee of $6 for each 1,000
gallons of water used for charges assessed by the Borough of Rosslyn
Farms.
C.
These fees shall be imposed upon all customers beginning with Allegheny
County Sanitary Authority Billing Cycle #R-240.
D.
Any future fee increases assessed by the Allegheny County Sanitary Authority shall be automatically passed on to customers without Council being required to amend this article as set forth in § 148-17 of this article.
In the event the Allegheny County Sanitary Authority increases
fees to and for the Borough of Rosslyn Farms, such fee increases shall
be passed on to customers and users of the Borough of Rosslyn Farms.
Likewise, the Borough of Rosslyn Farms from time to time shall have
the authority and power to make certain fee changes. All such changes
shall be approved by the Borough Council and shall be enacted by ordinance.
All charges for sanitary sewage and sanitary sewage surcharges
shall be delinquent if not paid in full within 30 days of the billing
statement. Upon 30 days from the date of the billing statement, a
penalty of 10% of the amount of said billing statement shall be added.
Delinquent charges shall also be subject to a monthly service charge
of 3%.
The sanitary sewer surcharge fee due to the Borough of Rosslyn
Farms and collected pursuant to this article shall be deposited in
a special fund, designated as the "Sanitary Sewer Fund," to be used
for the purpose of repairing, replacing, cleaning and maintaining
the sanitary sewer system within the Borough of Rosslyn Farms, including
therein all such engineering, condemnation, legal fees, and/or construction
and/or repair costs that may be incurred in connection with the sanitary
sewer system.
