A.
The maximum speed limit on all roads within the Borough
is hereby set at 25 miles per hour, and it shall be unlawful for any
person to drive a vehicle at a higher speed than the maximum prescribed.
B.
Any person who violates any provision of this section
shall, upon conviction, be sentenced to pay a fine of $35. Any person
exceeding the maximum speed limit by more than five miles per hour
shall pay an additional fine of $2 per mile for each mile in excess
of five miles per hour over the maximum speed limit.
A.
The maximum speed limit of Ramp H of I-279 is hereby
set at 25 miles per hour, and it shall be unlawful for any person
to drive a vehicle on such ramp at a higher speed than the maximum
prescribed herein.
B.
Any person who violates any provision of this section
shall, upon conviction, be sentenced to pay a fine of $35. Any person
exceeding the maximum speed limit by more than five miles per hour
shall pay an additional fine of $2 per mile for each mile in excess
of five miles per hour over the maximum speed limit.
A.
The following are established as one-way streets,
and it shall be unlawful for any person to drive a vehicle on any
one-way street other than in the direction established for traffic
on that street:

B.
Any person who violates any provision of this section

A.
The following intersections are established as stop
intersections, and official stop signs shall be erected (or are ratified
if previously erected) in such a position as to face traffic approaching
the second-named street (the intersecting or through street) on the
first-named street (the stop street) in the direction or directions
indicated for that intersection. Every driver of a vehicle approaching
the intersection on the first-named or stop street, in the direction
indicated in each case, shall stop the vehicle as required by § 3323(b)
of the Vehicle Code, and shall not proceed into or across the second-named
or intersecting or through street until he has followed all applicable
requirements of that section of the law.

Any person who violates any provision of this section

A.
No motor vehicle, including a motorcycle, pedalcycle
or minibike, shall be operated on any property owned by the Borough
or any other public agency or instrumentality within the Borough without
the permission of the property owner and a permit from the Mayor of
the Borough.
B.
Any person who violates any provision of this section
shall, upon conviction, be sentenced to pay a fine of $25 and costs.
A.
The Mayor is authorized to designate as play highways,
whenever he deems that action advisable, and for whatever period of
time directed by him, any part of any street in the Borough, where
sledding, coasting and/or such events as neighborhood block parties
shall be permitted. That play highway shall be set apart for the purpose
under the direction of the Mayor.
B.
No person shall drive any motor vehicle upon any play
highway at any time when that street shall be designated as a play
highway, except in case of emergency, with special permission of the
Mayor or of the police officer in charge, who shall first clear that
play highway of all persons using it for the purpose for which it
was set aside.
C.
Any person who violates any provision of this section
shall, upon conviction, be sentenced to pay a fine of $25 and costs.
A.
It shall be unlawful for any person to operate a snowmobile
on any street or highway within the Borough unless said street or
highway has, by ordinance, been:
(1)
Designated and posted as a snowmobile or ATV road
by the Borough, as set forth in 75 Pa.C.S.A. § 7721;
(2)
As authorized by 75 Pa.C.S.A. § 7721 for
emergency and bridge crossings, or for direct crossing of streets
and highways;
(3)
As authorized by 75 Pa.C.S.A. § 7723 for
special snowmobile and ATV events.
B.
Any person who violates any provision of this section
shall, upon conviction, be sentenced to pay a fine of $25 and costs.
A.
With the exception of school buses, transit vehicles,
emergency vehicles, and vehicles making local deliveries or pick ups,
vehicles having a gross weight in excess of 30,000 pounds are prohibited
on all Borough roads.
B.
Any person who violates any provision of this section
shall be prosecuted under § 4902(a) and (g)(1) of the Vehicle
Code, and, upon conviction, shall be sentenced to pay a fine of $150
plus $150 for each 500 pounds, or part thereof, in excess of 3,000
pounds over the maximum allowable weight, and costs.
A.
It shall be unlawful for any person to drive a vehicle
other than a passenger vehicle on any of the following streets or

Any person who violates any provision of this section

Wherever a space is marked off on any street
for the parking of an individual vehicle, every vehicle parked there
shall be parked wholly within the lines bounding that space, and it
shall be a violation of this article for any person to park a vehicle
or allow it to remain parked otherwise.

In order to facilitate the movement of traffic
and to combat the hazards of snow and ice or other emergency, the
Mayor, at his discretion, may declare a snow, ice or other emergency
(designated in this article as an "emergency"). Information on the
existence of a snow emergency shall be given by the Borough through
radio, newspaper or other available media, and information on the
termination of the emergency may be given by use of the same media.
Reasonable attempts to post the emergency route shall be made after
the emergency has been declared.
After any emergency is declared by the Mayor,
it shall be unlawful, at any time during the continuance of the emergency,
for any person to:
A.
If, at any time during a period of emergency declared under § 183-37 of this article, a person shall park a motor vehicle or allow a motor vehicle to remain parked anywhere upon an emergency route, that person shall be guilty of a violation of this article, and, upon conviction, shall be sentenced to pay a fine of not more than $15 and costs.
B.
If, at any time during a period of emergency declared under § 183-37 of this article, a person shall drive a motor vehicle upon an emergency route, without having that vehicle equipped with snow tires or chains, that person shall be guilty of a violation of this article, and, upon conviction, shall be sentenced to pay a fine of $25 and costs.
A.
Class One vehicles may be parked on any highway or
alley where parking is permitted.
B.
Class Two vehicles are prohibited from being parked
on any highway or alley.
C.
Class Three vehicles are prohibited from being parked
on any highway or alley.
D.
Commercial vehicles are prohibited from being parked
on any highway or alley.
E.
No nonvehicle may be parked or placed on any highway
or alley without the permission of the Borough.
F.
This section shall not apply to vehicles temporarily
parked on a nonpermanent basis for the purposes of making deliveries
to residents or businesses of the Borough or for construction, maintenance
or repairs in the Borough.

Definitions and interpretation. The following terms in this section
shall have the meaning set forth below:
An alley, avenue, boulevard, highway, freeway, parkway, lane,
street, viaduct and any other ways used by a motor vehicle and publicly
maintained by the Borough.
A "truck tractor," "semitrailer," "trailer," and "motor carrier
vehicle" as those terms are defined in the Vehicle Code, 75 Pa.C.S.A.
§ 102, as amended.
The Council of the Borough of Rosslyn Farms, Allegheny County,
Pennsylvania.
A Fire Department vehicle, police vehicle, ambulance, blood
delivery vehicle, armed forces emergency vehicle, one private vehicle
of a Fire or Police Chief or assistant chief, or Ambulance Corps Commander
or Assistant Commander, or of a River Rescue Commander used for answering
emergency calls, or other vehicle designated by the state police under
Section 6106 of the Vehicle Code (relating to designation of emergency
vehicles by Pennsylvania State Police).[1]
The following shall be regarded as local traffic for the
purposes of this section:
Emergency vehicles;
School buses;
Motor vehicles of governmental agencies and utilities or their
contractors engaged in construction or maintenance on a Borough road
or in a location which can be reached only by a Borough road;
Motor vehicles going to or coming from a residence, commercial
establishment, or farm located on a Borough road and which can only
be reached by a Borough road.
Any vehicle or combination, as defined and/or governed by
the Vehicle Code, 75 Pa.C.S.A. § 102, as amended.
An individual, partnership, public or private association
or corporation.
The regulations promulgated at 67 Pa. Code § 189.1
et seq., as amended.
A motor vehicle designated for carrying more than 10 passengers,
exclusive of the driver, and used for the transportation of school
children.

B.
Truck traffic restrictions.
(1)
It shall be unlawful for any person to operate or move, or the person
to cause or knowingly permit to be operated or moved, upon any Borough
road a combination truck with a bed in excess of 33 feet. Notwithstanding
the foregoing, a combination truck with a total length, including
the length of the motor vehicle and any attachment thereto (e.g.,
a trailer), of 43 feet and under may travel south on Kings Highway
and Rosslyn Road to Penn-Lincoln Parkway (I-376).
(2)
Motor vehicles with a total length, including the length of the motor
vehicle and any attachment thereto (e.g., a trailer), of 30 feet and
longer shall not make a left turn from Pilgrim Road to Park Road or
a right turn from Park Road to Pilgrim Road.
(3)
Local traffic shall be exempt from the restrictions of this section.
C.
Erection of signs. The Borough shall erect or cause to be erected and maintained traffic signs designating the restrictions in Subsection B of this section. These traffic signs shall be erected in compliance with state regulations and the Traffic Study dated August 30, 2018, and accompanying Turning Radius Analysis Drawings (Sheets Nos. 1 through 13 of 13), dated August 30, 2018. The Traffic Study and Drawings will be kept on file in the Borough Office.
D.
Enforcement. The Scott Township Police Department, or other Police
Department providing services to the Borough, pursuant to any and
all legislative authority, has been and is being hereby confirmed
as having full and regulatory powers to enforce all provisions of
the Vehicle Code[2] and all provisions of this section, according to and as
permitted by the terms and provisions of the said Vehicle Code and
this section.

E.
Violations and penalties. Any person operating a combination truck
or motor vehicle upon a Borough road in violation of a prohibition
or restriction imposed under this section shall be guilty of a summary
offense and shall, upon conviction, be sentenced to pay a fine of
no more than $500, and in default of payment thereof, to imprisonment
for a term not to exceed 30 days.
