A. 
The Township, or the Township collector, shall collect and dispose of all municipal waste generated or accumulated at or from residential dwellings other than commercial multifamily housing. The owner(s) of every such residential dwelling within the Township from which the municipal waste is collected by the Township, or the Township's collector, shall be required to pay the fee established pursuant to this chapter therefor. The obligation for payment shall remain in force and shall be effective whether or not the owners, occupants or operators of such residential dwellings choose to utilize any collection and disposal service provided by the Township.
B. 
All municipal waste accumulated by owners of residential dwellings, other than commercial multifamily housing, and/or the occupants of such residential dwellings shall be placed in containers for collection by a collector. The containers shall be durable, water tight and made of metal or plastic. Securely tied plastic bags may also be used. The size of each such container shall not exceed a capacity of 30 gallons nor exceed a weight of 50 pounds. However, larger containers designed for use with special hoisting equipment may be used if the collector serving the residential dwelling uses collection vehicles with such special hoisting equipment. The purchase and maintenance of containers shall be the responsibility of the owner or occupant of the residential dwelling.
C. 
Each municipal waste container shall be placed or set at curbside and empty containers shall be removed from curbside, on the scheduled day for collection, in accordance with the times and schedules established by the Township. Except for residential dwellings excluded by other provisions of this chapter, the collector shall collect municipal waste from each residential dwelling at least once per week and will not be limited to any specific amount of municipal waste per collection.
D. 
Each municipal waste container, when placed or set out at curbside, shall be located so as to be accessible to the collector at ground level and at a point on the curbline of the street or within 10 feet of the public street or alley right-of-way from which collection from a vehicle can be made. Failure to place containers at such locations may result in discontinuance of service.
E. 
Containers shall be placed at curbside and removed from curbside on the scheduled day of collection in accordance with the regulations established by the Township.
F. 
The dumping, deposit or accumulation of ashes, garbage or refuse upon private property, except as permitted by this chapter while awaiting collection and removal, is expressly prohibited within the Township.
G. 
Prunings and trimmings of vines, bushes and trees for collection shall be cut in lengths not to exceed three feet and in girth not to exceed 12 inches. Prunings and trimmings shall be securely tied in bundles and the weight of each bundle shall not exceed 50 pounds.
A. 
All commercial multifamily housing, commercial, industrial and institutional establishment shall provide for the collection and disposal of all municipal waste generated by that establishment or activity from that establishment or activity at least one each week, by contract with a collector. The Township shall not provide any such collection, removal, transportation or disposal service to or from any such establishment or activity.
B. 
Storage of municipal waste on the property of commercial, institutional and industrial establishments and commercial multifamily housing shall be provided in the same type of containers as are required for residential dwellings except that containers larger than 30 gallons may be used where needed to accommodate larger volumes of municipal waste. Such containers shall be kept in good working order.
C. 
Containers for collection of municipal waste at commercial, industrial and industrial establishments and commercial multifamily housing shall be located on such premises and shall be appropriately screened at a place which shall not interfere with public or private sidewalks, driveways, roads, streets, highways or entrances and exits or public or private buildings.
A. 
All municipal waste produced, collected and transported from within the Township shall be, to the extent permitted by law, disposed of at a disposal site or facility designated by the Township. In the absence of such disposal site or facility and/or such currently effective solid waste management plan, municipal waste from the Township shall be disposed of at a state-permitted site or facility.
B. 
If the Township designates a disposal site or facility all collectors and other interested persons shall be informed of the location and other information pertaining to the designated disposal site or facility to be used for the disposal of municipal waste collected, transported and removed from the Township.
C. 
Any person transporting municipal waste within the Township shall prevent or remedy any spillage from vehicles or containers used in the transport of such municipal waste.
A. 
Nothing contained herein shall be deemed to prohibit an owner or occupant of any residential dwelling from transporting the owner's or occupant's own municipal waste to a state-permitted disposal site or facility on an irregular and unscheduled basis. In the event that an owner or occupant undertakes such action, the owner or occupant shall not be exempt from the fee for collection by the Township.
B. 
Nothing contained herein shall prohibit a farmer from carrying out the normal activities of his farming operation, including composting and spreading of manure or other farm-produced agricultural waste.
C. 
The provisions of this article of this chapter shall only apply to the storage, collection, transportation and disposal of municipal waste and shall not apply to the storage, collection, transportation or disposal of hazardous or residual waste. The storage, collection, transportation and disposal of hazardous waste shall be undertaken and accomplished to and in compliance with all applicable federal, state and local laws, statutes, rules, ordinances and regulations.
D. 
Nothing contained herein shall prohibit the Township from entering into agreements or contracts with any person to collect and dispose of municipal waste generated within the Township.
