Pursuant to the provisions of N.J.S.A. 26:2BB-9 and N.J.A.C. 17:40-1.1 et seq., there is hereby created and established a Municipal Alliance Committee to be known as the "Hackensack Municipal Alliance." The membership of the Alliance shall consist of not fewer than 11 persons. With the exception of the City Manager, the Superintendent of Schools and the Chief of Police (or their respective designees), who shall serve by virtue of their office, the members of the Alliance shall be appointed by the Mayor and Council. To the extent possible, those institutions and groups identified by N.J.A.C. 17:40-2.4 shall be represented on the Alliance.

All persons presently serving as members of the Alliance, pursuant to Resolution No. 196 of the City Council of the City of Hackensack, dated May, 1990, shall continue to be members of the Alliance for a term to expire June 30, 1992, or until successors are appointed, whichever occurs later. At that time, the Mayor and Council shall appoint or reappoint, as the case may be, members of the Alliance so that approximately 1/3 of the members shall serve for a one-year term; 1/3 of the membership shall serve for two-year terms; and 1/3 of the membership shall serve for three-year terms. Following such initial appointments, pursuant to this chapter, all appointments shall be for three years, and vacancies shall be filled for the unexpired term only. The members shall receive no compensation for their services.
The members of the Alliance shall adopt bylaws which shall be filed with the office of the City Clerk. The Alliance shall annually elect such officers as are provided for in its bylaws. The Alliance shall meet regularly and in accordance with a calendar of meetings established annually. Minutes shall be kept of such meetings.

It shall be the duty of the Hackensack Municipal Alliance to perform all of the responsibilities set forth in N.J.A.C. 17:40-2.5 as well as such other duties incidental thereto.
In the event that any member of the Alliance shall miss three consecutive meetings, the Alliance shall report such absences to the Mayor and Council. If the Mayor and Council, after due inquiry, are satisfied that the absences were not occasioned by reasonable cause, the Alliance member may be removed by resolution of the Mayor and Council.
