In order to provide financial assistance to certain needy persons as defined in N.J.S.A. 44:8-107 et seq., the General Public Assistance Law, there is hereby established a Local Assistance Board.
Said Board shall be composed of five persons, at least one of whom shall be a woman, all of whom shall be appointed by the chief executive of the city upon the approval of the governing body.
All persons appointed to serve on the Board shall be residents of the City of Hackensack and shall remain residents throughout their terms. Current members of the Board who are not residents of the City of Hackensack shall be exempt from this requirement for the remainder of their present terms.

The term of each member of the Board shall begin on the first day of January, and each member shall continue in office until his or her successor shall be appointed and qualify.
Vacancies shall be filled for unexpired terms only.
The term of one member of the Board shall be for one year, or the term shall expire when the said person is no longer a member of the governing body of the city, whichever occurs sooner. Such member may only be appointed from among the members of the Mayor and Council. The terms of the other four members of the Board shall be for four years each, one term expiring in each year.

The organization, appointment and duties of the Board or appointees thereof shall be in accordance with the terms of the aforesaid statute, being the General Public Assistance Law.
