Any meeting, conference or gathering by or between members of Boards and/or Commissions and/or the City Planner or City Engineer to review or discuss an application pending before said Board or Commission, whether or not a quorum of Board or Commission membership exists, shall constitute a quasi-public meeting.
Any quasi-public meeting not already subject to the New Jersey Open Public Meetings Act shall be open to the public.
Notice of said meetings shall be provided by posting written notice of the quasi-public meeting on the City Bulletin Board at least 48 hours prior to the meeting. Notice shall include a list of topics to be discussed.
