The term "elector" as used in this Charter shall
refer to any person having the qualifications required by law to vote
in elections or elective meetings in the Town of Johnston.
The provisions of the constitution and the general
laws of the state now or hereafter in effect pertaining to elections,
special, general and primary, and also all special acts pertaining
to elections in the Town of Johnston now in effect shall govern all
town elections, special, general and primary, so far as they may be
applicable.
The first regular municipal election after the
date of the adoption of this Charter for the election of town officers
shall be held on the first Tuesday after the first Monday in November,
1964 and succeeding regular municipal elections shall be held at the
time and place of the regular November elections in even numbered
years.
The terms of office of the members of the council
and the term of office of the mayor shall begin on the second Monday
in January in each odd numbered year following their election, upon
their taking of the oath of office.
The oaths of office shall be administered at
a time and place specified by the council elect, or in the absence
of action by the council elect, specified by the town clerk, said
place to be as accessible as possible to all members of the public
desiring to attend and located in Johnston. The town clerk, or in
his or her absence, the probate judge, shall administer the oath of
office to the mayor, and then the mayor shall administer the oath
of office to the members of the council, and the members of the school
committee, however, the clerk and/or the mayor may, in their discretion,
designate some other duly appointed or elected official or officials
to administer the oaths. (Res. #72, 9-13-1982; G.E. 11-2-1982)
The canvassing authority of the town shall be
a board of canvassers and registration. The town council shall elect
a bipartisan canvassing authority of three qualified electors of the
town not more than two of whom shall belong to the same political
party, from lists submitted by the respective chairmen of the town
political committees which lists shall each contain the names of five
times the number of persons to be elected. If the town council shall
refuse to approve the nomination of any person to said canvassing
authority, the mayor shall submit to the town council another person
named on one of said lists and so on until a person shall be appointed;
provided, however, if the chairman of the town committees of a political
party entitled to an appointment shall fail or refuse to submit a
list as aforesaid, the mayor shall nominate any person known by him
to be a member of the political party entitled to said appointment.
The members first appointed shall serve for terms of one, two, and
three years respectively, and until their successors are qualified
and thereafter one member shall be appointed each year for a term

The board of canvassers and registration shall
be vested with all the powers and duties now or hereafter vested by
law in the canvassing authority and/or board of registration of the
town. In addition, it shall be the duty of the said board within one
year after each decennial census, or more frequently to review and
if necessary to alter, the district boundary lines of the districts
herein designated for the election of members of the school committee,
which districts are also to be used for the election of members of
the town council under this Charter, in such manner that the five
districts shall each comprise compact and contiguous territory, contain
as nearly as practicable an equal number of electors, and have well
defined boundaries. The compensation of the board of canvassers and
registration shall be established by ordinance. (Res. #72, 9-13-1982;
