There shall be a department of public welfare,
the head of which shall be the director of public welfare. He shall
be appointed by the mayor to serve at the pleasure of the mayor. He
shall receive such compensation as may be set by ordinance.

The director of public welfare shall have all powers
and duties relating to the poor, needy, dependent and defective persons
including management of any institutions of the town for the care
of the aged, infirm, indigent and chronically ill.

He shall administer all welfare statutes of the state
or federal government, the administration of which is delegated to
the town.
(3)Â
He may appoint, with the approval of the mayor, such
assistants as he deems necessary within the limits of the appropriations
therefor in order to carry out his required duties.
