There shall be a Town Sergeant appointed by the Town Council. The powers and procedure of the Town Sergeant shall be as prescribed by law.

There may be one or more Auctioneers appointed by the Town Council. Every Auctioneer shall at his/her own expense give bond in a sum not exceeding $10,000 nor less than $2,000 for the faithful execution of the duties of his/her office according to law. The powers and procedure of said office shall be as prescribed by law.

There may be a Town Sealer of Weights and Measures appointed by the Town Council. The powers and procedure of said officer shall be as prescribed by law.

The Town of Lincoln shall establish through ordinance a local Emergency Management Agency as required by RIGL §30-15-12, as may be amended from time to time.

There shall be a Parks and Recreation Commission in the Town of Lincoln as is authorized by law. The Town Council shall by ordinance specify the number of members on said Commission or Board of Recreation, the manner of their appointment and the term for which they are chosen. The members of said Board shall serve without compensation. They shall have no authority to spend any money or to contract any indebtedness for or on account of said Town, other than such moneys as shall be appropriated and placed at their disposal for the purposes prescribed by law, or such indebtedness as they may be especially authorized to incur by said Town at any Financial Town Meeting.
(1) 
Establishment. In pursuance of the power implied in state law the Financial Town Meeting of the Town of Lincoln may establish the Industrial Development Commission.
(2) 
Organization. The Industrial Development Commission shall be composed of five members appointed by the Moderator of the Town Meeting within 30 days after the time of the Town Meeting, for terms of one year.
(3) 
Powers and duties.
(a) 
Said Commission shall organize at its first meeting held after its appointment each year by electing a Chairperson and adopting its rules of procedure.

(b) 
The Commission shall have power to promote and encourage the location and development of new business in the Town as well as the maintenance and expansion of existing business and for that purpose shall cooperate with state, and with other local agencies and individuals whether in the Town of Lincoln or in other municipalities.
(c) 
The Commission shall submit a report of its activities annually at the Financial Town Meeting.

There shall be other officials of the Town as the Town Council may determine.

There shall be a Lincoln Land Trust having powers and duties which shall be prescribed by state law and Town ordinances.

The Town of Lincoln shall provide a free public library in accordance with the General Laws of the State of Rhode Island. The Board of Trustees shall be legal guardians and custodians of said library and all related facilities and branches. The Board of Trustees {shall} consist of five members, one from each Council voting district who shall be appointed by the Town Council.

There shall be a Lincoln Conservation Commission having powers and duties which shall be prescribed by state law and Town ordinances.
