It is hereby declared to be a public purpose to promote the health, safety and welfare of the residents of the Town of Rockland, the prevention and control of fire, the control of traffic, and the restraint of vandalism, to regulate the conditions of operation of self-service gasoline dispensing systems.
Each license heretofore or hereafter issued under the provisions of MGL c. 148, § 13, shall be subject to the additional condition, that no gasoline shall be dispensed in or upon the licensed premises by means of self-service dispensing systems, unless during the hours when open for business there shall be on duty at all times no fewer than one person, owner or operator or employee, for each four dispensing hoses.
Where traffic conditions so warrant, each license heretofore or hereafter issued under the provisions of MGL c. 148, § 13, shall be subject to reasonable traffic control requirements as set forth by the Board of Selectmen after a full evaluation concerning such traffic conditions.

A violation of this bylaw shall be punishable by a fine of $100 for each offense. Each day of violation shall constitute a separate offense.
Evidence of repeated violations of this bylaw shall be taken into consideration in connection with proceedings for the revocation of such a license in accordance with the provisions of said MGL c. 148, § 13.
