A Commission is hereby created which shall be known as the "Commission for the Conservation of the Environment," hereafter called the "Commission."
The Commission shall consist of not less than five nor more than nine members, who shall be appointed by the Village Board and shall serve at the pleasure of the Village Board. Any person residing within the Village who is interested in the improvement and preservation of the environment shall be eligible. The Mayor, the Chairman of the Planning Board, the Code Enforcement Officer and the Village Engineer shall be ex officio members of the Commission. The members of the Commission shall serve without compensation.
The Village Board shall designate a member of the Commission to act as Chairman thereof and another member as Deputy Chairman to act in the absence of the Chairman. The Commission shall adopt rules and procedures for its meetings, and shall keep minutes for such meetings, which shall be filed with the Village Clerk. The Commission may employ a secretary if the Village Board shall appropriate funds for such purpose.
The Commission shall advise the Village Board on matters affecting the preservation, development and use of the environment in the Village of Woodbury and shall perform such other duties in regard thereto as may be assigned to the Commission by resolution from time to time by the Village Board.
The Commission shall submit an annual report to the Village Board in March of each year.
