There is hereby created and established a Division of Forestry. This Division shall consist of a representative from the Highway Department and the Town's Landscape Architect. The representative from the Highway Department shall be known as the "Town Forester."
The Division of Forestry shall be headed by the Town Forester. Prior to any action, a written record documenting the need for such action shall be prepared and reviewed by the Town's Forestry Division. A copy of all decisions shall be kept on file in the offices of the Town Forester and of the Town's Landscape Architect. The Town Forester shall be directly responsible to and under the command, direction and supervision of the Highway Superintendent.
The Division of Forestry shall have the duty and responsibility to study, investigate, prepare and develop and/or update annually and administer a written plan for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs in parks, along streets and in other public areas. Such plan will be presented annually to the Town Board and, upon its acceptance and approval, shall constitute the official comprehensive Town Tree Plan for the Town of Amherst, New York. The Division of Forestry shall review all site plan and subdivision applications as part of the Planning Board's coordinated review process and make recommendations to the Planning Board regarding measures for tree preservation. The Division of Forestry, when requested by the Town Board, shall consider, investigate, make findings, report and recommend upon any special matter or question coming within the scope of its responsibility.
