§ 192-1 Establishment of District.

There is hereby established a single Fire Hydrant District within East Manchester Township (Township) which District shall consist of the entire boundaries of the Township.

§ 192-2 Annual assessment; collection.

The Board of Supervisors of the Township shall annually assess, by resolution, the cost and expense of such fire protection service by an equal assessment of all property, whether or not exempt from taxation by existing law, or whether or not developed with improvements, within 780 feet of any fire hydrant approved by the Township or its authorized representatives, including but not limited to any fire protection officials so designated, based upon the assessment for county purposes. No such assessment shall be levied against any farmland or land used as an aviation field or against other property in the district not benefited thereby. Such assessment shall be collected by the Township Tax Collector in the same manner as taxes. The Township Tax Collector shall receive the same commission as on the Township tax.

§ 192-3 Duties of Township Treasurer.

The Township Treasurer shall receive all such assessments collected for fire protection and keep the same in a separate account and shall pay the same out only upon orders signed by the Chairman of the Board of Supervisors and attested by the Township Secretary. The Township Treasurer shall make a report to the auditors of the Township annually.

§ 192-4 Establishment of District.

There shall be created a Lighting District within East Manchester Township consisting of the Orchard Business Park and the streets abutting and within said park.

§ 192-5 Placement of lights.

Electric streetlights shall be placed along public streets within the Lighting District, as designated on subdivision and land development plans as submitted and approved by the Board of Supervisors from time to time, and such streets as shall be designated from time to time by resolution. Said streetlights shall be within the street right-of-way.

§ 192-6 Contract with utility.

The Township Supervisors shall enter into a contract with Met Ed, or its successors or assigns, to light and illuminate said roads as set forth in § 196-5 with electric lighting.

§ 192-7 Costs; annual assessment.

The cost of said public streetlighting shall be paid through an annual assessment made upon benefited properties on a front-foot basis, in such amounts as shall be set from time to time by the Township Supervisors by resolution. As used herein, the term "benefited properties" shall mean any property which fronts on a street or a portion of the street within the Lighting District on which streetlighting is provided.
