There is hereby established a single Fire Hydrant District within East Manchester Township (Township) which District shall consist of the entire boundaries of the Township.
The Board of Supervisors of the Township shall annually assess, by resolution, the cost and expense of such fire protection service by an equal assessment of all property, whether or not exempt from taxation by existing law, or whether or not developed with improvements, within 780 feet of any fire hydrant approved by the Township or its authorized representatives, including but not limited to any fire protection officials so designated, based upon the assessment for county purposes. Such assessment shall be collected by the Township Tax Collector in the same manner as taxes. The Township Tax Collector shall receive the same commission as on the Township tax.

The Township Treasurer shall make a report to the auditors of the Township annually.
