Continuance of Office or Employment. All persons holding administrative office at the time this Charter takes effect shall continue in office and in the performance of their duties until provision shall have been made in accordance herewith for the performance of such duties or the discontinuance of such office.
a. 
Transfer of Powers. If a City department, office or agency is abolished by this Charter, the powers and duties given it by law shall be transferred to the City department, office or agency designated in this Charter or if the Charter makes no provision, designated by the City Council.
b. 
Property and Records. All property, records and equipment of any department, office or agency existing when this Charter is adopted shall be transferred to the department, office or agency assuming its powers and duties, but in the event that the powers or duties are to be discontinued or divided between units or in the event that any conflict arises regarding a transfer, such property, records or equipment shall be transferred to one or more departments, offices or agencies designated by the City Council.
All rights, claims, actions, orders, contracts and legal or administrative proceedings, shall continue, except as modified pursuant to the provisions of this Charter, and in each case shall be maintained, carried on, or dealt with by the City department, office or agency appropriate under this Charter.
All City ordinances, resolutions, orders and regulations which are in force when this Charter becomes fully effective, except to the extent that they are inconsistent with this Charter, shall continue in force until amended or repealed.
Upon the effective date of this Charter, the Charter adopted on October 28, 1972, as amended; and all private and special State laws, as amended, relating to the City of Saco, with the exception of L.D. 1839, adopted by the Legislature on January 22, 1980, which are inconsistent, in whole or in part, with the provisions of this Charter are hereby repealed.
Chapter 95 of the Private and Special Laws of 1917, relating to the bequest of Lucia Kimball Dearing, is hereby incorporated into this Charter by reference, but the same shall remain otherwise unaffected by the provisions contained herein.
a. 
Time of Taking Full Effect. This Charter shall be in full effect for all purposes on and after the first Monday in January, 1981, except as provided herein.
b. 
Fiscal Year. An interim 6-month fiscal year, commencing January 1, 1981, and ending June 30, 1981, shall be established. Thereafter, the fiscal year of the Municipality shall commence on the first day of July and shall end on the thirtieth (30th) day of June of each calendar year.
c. 
Preparation and Submission of Interim Budget. The City Administrator, not later than the first Monday in October, 1980, shall submit to the City Council a municipal budget only (minus school expenses) and an explanatory budget message in the form and with the contents required by Article VI. Thereafter, the City Administrator shall, not later than the first Monday in November, 1980, submit to the City Council a budget and an explanatory budget message in the form and with the contents required by Article VI. A summary of the proposed interim budget shall be published at least once in one or more newspapers of general circulation in the City within two-week period following submission to the City Council. The said summary shall also contain a notice setting a time and place for a public hearing on the said interim budget which shall take place not less than two weeks after such publication. After the public hearing, the City Council may adopt the budget with or without amendment. The City Council shall adopt the interim budget on or before the last Monday in December, 1980.
a. 
Elected Officials. The present Mayor, members of the City Council, members of the Board of Education, and all other elected officials, shall continue to hold office until the expiration of the terms for which they were elected, and until their successors are elected and qualified. Any vacancy in an elective office may be filled in accordance with the applicable provisions of this Charter or State Statutes.
b. 
Appointed Officials. The present members of the Planning Board, Zoning Board of Appeals, and other appointed officials shall continue to hold office until the expiration of the terms for which they were appointed and until their successors are appointed and qualified. Any vacancy, in an appointive office may be filled in accordance with the applicable provisions of this Charter or State Statutes.
