A general board for the making of all assessments
for benefits accruing from local improvements is hereby created.
The General Board of Assessments shall consist
of three discreet freeholders, to be appointed by the Board of Commissioners,
who shall be residents of the Village and in no way interested in
any improvement respecting which they shall be called upon to act
in their capacity.
The members of the General Board of Assessments
shall, before the commencing of their duties, be sworn by an officer
duly authorized to administer oaths for the faithful performance of
their duties or otherwise as may be required by law. In case of the
death or disqualification of any member of such Board of Assessments,
the Board of Commissioners shall appoint some other suitable person
to act in the stead of such deceased or disqualified person.
