There is hereby created within the Village of Ridgefield Park the position of civilian police dispatcher. The Commissioner in charge of the Police Department shall appoint qualified applicants to the position, full-time or part-time. Appointments to such position shall be for the term of one year commencing January 1 in each year and terminating December 31 of the same year. Appointment to the position of civilian police dispatcher shall be upon the recommendation of the Chief of Police. The position shall be filled with civilian personnel.
A. 
To be eligible for appointment as a civilian police dispatcher, a person shall:
(1) 
Be a resident of the State of New Jersey. Ridgefield Park residents will have preference for hiring purposes.
(2) 
Be a citizen of the United States; be of good moral character; be able to read, write and speak the English language understandably.
(3) 
Be in good health, sound in body and in mind, which shall be certified to by a doctor or doctors of the appointing authority's choosing.[1]

B. 
Applicants or new appointees to the position shall present themselves for a period of preassignment training of such nature and duration as the Chief of Police shall find necessary to the performance of the required duties, during which period such applicants or new appointees shall receive the hourly wage provided for such persons.

Civilian police dispatchers shall answer incoming phone calls and, where appropriate, inform and dispatch police officers and other emergency personnel to respond to a particular matter. The duties of civilian police dispatchers may be altered or changed under the directive of the Police Commissioner or Chief of Police.
Civilian police dispatchers shall adhere to and be governed by all the rules and regulations laid down for the guidance of the Police Department members, insofar as such rules and regulations are applicable to and consistent with the duties prescribed for civilian police dispatchers. They shall also comply with all other applicable ordinances, rules and regulations adopted by the Board of Commissioners, and they shall further be governed by all of the contents of the Village Employee Policy.
Civilian police dispatchers shall not be a part of nor in anyway be deemed permanent members of the Police Department of the Village of Ridgefield Park.
Each civilian police dispatcher shall be provided with and wear a uniform prescribed by the Board of Commissioners in consultation with the Chief of Police, which shall include a suitable identifying patch and badge which shall be different from the patch and badge worn by a permanent member of the Police Department.

The Commissioner in charge of the Police Department shall have the authority to summarily dismiss any civilian police dispatcher for any reason deemed sufficient. The Chief of Police shall have the authority to discipline, suspend and dismiss a civilian police dispatcher whenever it is found to be in the best interest of the Village to do so.
The compensation for a civilian police dispatcher shall be in accordance with the Salary Ordinance of the Village of Ridgefield Park as it is adopted each year.
