No person shall conduct, take part in or aid or abet in any dogfight or cockfight.

A. 
No person shall harbor or permit any horse, cow, sheep, goat or other animal, nor any chicken, goose, duck or other fowl to run at large in any public street, public place or private property within the Village of Ridgefield Park, nor shall any person be permitted to feed such animals or fowl in any park or street or on any public or private property in the Village.
B. 
Any person who violates or who fails or refuses to comply with the provisions of this article shall be liable to a penalty of not less than $50 nor more than $500.
C. 
Nothing herein shall prohibit a person from keeping, having, raising and/or maintaining any animals and/or chickens, geese, ducks or other fowl on their own property and/or under their control provided that same are kept, had, raised and/or maintained in accordance with the Sanitary Code of the Board of Health of the Village of Ridgefield Park, New Jersey. In addition, no coop or run shall be located within 30 feet from any door and/or window of a dwelling unit (excluding a dwelling unit on the property on which the coop or run is located), or within 30 feet from any place where people congregate, or within 200 feet of any food or eating establishment, or within 10 feet of any property line.

A. 
The Village Animal Control Officer, under the supervision and direction of the Police Department, shall enforce the provisions of this Chapter 123. Said Officer shall be known as the "Village Animal Control Officer" for purposes of enforcing the provisions of N.J.S.A. 4:19-15.1 to 4:19-15.29.
B. 
The enforcement of this Chapter 123 shall be carried out by both the Village Health Officer and the Village Animal Control Officer, or their designees, in conjunction with the Ridgefield Park Police Chief, or his/her designee. The Village Health Officer, or his/her designee, shall also be known as the "Village Animal Control Officer" for purposes of enforcing the provisions of N.J.S.A. 4:19-15.1 to 4:19-15.29.

Any person, firm or corporation who shall violate any of the provisions of this article shall be punishable, upon conviction, as provided in Chapter 1, General Provisions, Article II, General Penalty.
