The Chief of Police shall have the responsibility
for installation of parking meters and posting signs in proximity
to such meters in such zones adopted by the municipality.
Parking meters installed in parking meter zones
shall be placed upon the curb immediately adjacent to the individual
parking places. Each parking meter shall be placed or set in such
manner as to show or display by signal that the parking space adjacent
to such meter is or is not legally in use. Each parking meter installed
shall indicate by a proper legend the legal parking time and, when
operated, shall indicate on and by its dial and pointer the duration
of such period and shall indicate illegal or over parking. No meter
shall be installed in any area when parking is prohibited pursuant
to the provisions of N.J.S.A. 39:4-138.
The Chief of Police shall have lines or markings
painted or placed upon the curb or upon the street adjacent to each
parking meter for the purpose of designating the parking space for
which such meter is to be used. It shall be unlawful to park any vehicle
across any such lines or markings or to park such vehicle in such
position that the same shall not be entirely within the area so designated
by such lines or markings.
A.
Fees.

When any vehicle is parked in any parking space that has been designated
by the Village as metered parking, the operator of such vehicle shall,
upon entering the parking space, immediately deposit or cause to be
deposited the sum of $0.25 for each 30 minutes that such vehicle is
to be left in its parked position.
B.
The failure to deposit such coins shall constitute
a violation of this article. Upon the deposit of such coins and placing
such meter in operation, the provided space may be lawfully occupied
by such vehicle during the period of time prescribed for the part
of the street in which the parking space and parking meter are located.

A.
If any vehicle shall remain parked in any parking
meter space beyond the parking time fixed for such parking space,
the parking meter shall, by dial pointer, indicate such illegal parking,
and such vehicle shall be considered as parked overtime and beyond
the period of legal parking time. The parking of a vehicle overtime
or beyond the period of legal parking time in any part of a street
where any parking meter is located shall be a violation of this article.
B.
It shall be unlawful for any person to cause, allow,
permit or suffer any vehicle registered in the name of or operated
by such person to be parked overtime or beyond the period of legal
parking time established for any parking meter zone. It shall be unlawful
for any person to permit a vehicle to remain in any parking space
adjacent to any parking meter when such meter is displaying a signal
indicating that the vehicle occupying such parking space has already
been parked beyond the period of time prescribed for such parking
space.
C.
It shall be unlawful for any vehicle to remain in
a parking meter zone longer than two hours.
It shall be unlawful to deposit or cause to
be deposited in any parking meter any slug, device or metallic substitute
or any other substitute for a lawful coin of the United States of
America.
It shall be unlawful for any person to deface,
injure, tamper with, open or willfully break, destroy or impair the
usefulness of any parking meter installed under the provisions of
this article.

Each Village police officer or other authorized agent of the
Village who finds a vehicle parked in violation of this article shall
attach to such vehicle a notice to the owner or operator thereof that
such vehicle has been parked in violation of a provision of this article,
and instructing such owner or operator to report to police headquarters
in regard to such violation. Each such owner or operator may, within
the time stated on such notice, pay to the Violations Clerk at police
headquarters, as a penalty for and in full satisfaction of such violation,
the amount of $25.
