Permanent signs or banners of any description are prohibited over any public street. Permits for temporary signs or banners over public streets may be issued with the approval of the Commissioner assigned that function upon compliance with § 316-2 by the applicant.

No sign shall be erected upon or project from any building or over any sidewalk or public street within the Village unless the same shall be erected or projected under the supervision of the Construction Official.
Danger warnings and automobile traffic, street or safety signs may be placed in any location for the safety of the public, subject to the supervision of the Commissioner assigned that function.
Should any sign be determined by the Commissioner or his representative to be unsafe or liable to be injurious or dangerous to the public health or safety, such sign shall be immediately removed on notice from the Commissioner or his representative and shall not be reerected or rehung until repaired to the satisfaction of the Commissioner or his representative.
Any person, firm or corporation who shall violate any of the provisions of this article shall be punishable, upon conviction, as provided in Chapter 1, General Provisions, Article II, General Penalty.

It shall be unlawful for any person to suspend or project any sign of any description over any sidewalk or any public street within the Village without first having obtained a permit therefor as provided in this article or in accordance with the Zoning Ordinance of the Village.

Any person desiring to erect or suspend or project a sign over any sidewalk or public street in the Village shall prepare and file with the Construction Official, in duplicate, a plan or design showing in detail the dimensions, kind of material, size of hangers, rods, chains, etc., intended to support such sign, and the distance which the same is to project over any sidewalk or public street. If the plan or design of the proposed sign shall meet the approval of the Construction Official or other officer who may be designated by the Board of Commissioners to approve same, he shall, upon the receipt of the fee specified in Chapter 177, Fees, § 177-1B(2)(i), issue a permit, countersigned by the Mayor, approving the same as to location, kind of material and the stability of fastenings, provided that such permit shall not authorize the erection of any such sign without due notice of 48 hours in advance being given to the Construction Official so that the Construction Official can be at the location specified in the permit to supervise the erection of such sign.
No projecting sign shall extend more than six feet from the face of the building to the outer edge of such sign, including any display, ornamentation or hangers, or according to the Zoning Ordinance of the Village, whichever is the more restrictive.
All hangers, rods, top chains or outriggers for projecting signs shall be capable of suspending a weight of 200 pounds at the farthest point from the building. No hanger smaller than a three-fourths-inch pipe shall be used for any sign. Footplates for hanger rods and fastenings for support on wooden buildings shall be attached with lag screws of sufficient strength, and on stone or brick buildings with lag screws set in iron or lead expanders in holes of proper depth. Wood screws or screw eyes are prohibited. The hangers, chains, rods, bolts, etc., not painted shall be of galvanized material. Material not galvanized shall have two coats of black asphaltum paint when hung and shall be painted at least once every year.
All projecting signs erected or placed in position after March 24, 1925, shall be not less than eight feet above the sidewalk to the underside of such signs or any ornamentation thereon.

Nothing contained in this article shall be construed to apply to signs measuring 300 square inches or less projecting over any sidewalk, provided that, before any such signs shall be erected, notice thereof shall be given to the Construction Official, whose approval therefor shall be obtained.
Any person, firm or corporation who shall violate any of the provisions of this article shall be punishable, upon conviction, as provided in Chapter 1, General Provisions, Article II, General Penalty.
