No person shall place or maintain any drop awnings extending over any sidewalk in the Village, which awning when lowered shall be less than seven feet, from its lowest point, above such sidewalk.

A. 
Pursuant to N.J.S.A. 40:65-12, the owners or tenants of land abutting or bordering upon the sidewalks of the public streets, avenues and highways within the Village shall remove the ice and snow from the sidewalks within 12 hours of daylight after the same shall be formed or fallen thereon. Ice which is so frozen as to make removal impractical shall either be treated with rock salt or other chemicals which will thaw it sufficiently to permit removal or be thoroughly covered with sand, ashes or cinders.
B. 
In case the owners or tenants shall refuse or neglect to remove such ice and snow within the time herein provided, they shall be informed by the Police Department or Construction Official to remove same. In case of refusal and/or failure to immediately remove such snow and ice upon notification from the Police Department or Construction Official, the Police Department or Construction Official will issue a summons to the owner and inform the Building Department of the name and address of the owner and/or tenants. In such event, the Building Department shall, pursuant to N.J.S.A. 40:48-2.12f, procure removal services from a rotating list of contractors, to be solicited annually, to remove snow and ice from said sidewalks. A copy of the bill shall be provided to the owner and/or tenants of the property. The Construction Official shall certify the cost thereof to the Board of Commissioners, which shall examine such certificate and, if found correct, shall cause the cost as shown thereon to be charged upon the land abutting upon or bordering upon such sidewalks. The amount charged shall become a lien upon such land and shall be added to and become and form part of the taxes next to be assessed and levied upon such lands, the same to bear interest at the same rate as taxes, and shall be collected and enforced by the same officers and in the same manner as taxes.
C. 
All snow being cleared from private lots or land, other than municipally owned property, by vehicular plows shall not be pushed, placed or dumped onto public crosswalks, sidewalks or streets but must be maintained and stored within the property being plowed.
D. 
At no time during the removal of snow from sidewalks or driveways or the digging out of a vehicle will the snow be cast, thrown, blown or dumped onto a traffic lane of any Village street.
All curbs and gutters constructed or repaired within the Village shall be constructed or repaired in accordance with plans and specifications approved by resolution of the Board of Commissioners, which plans and specifications shall be kept on file in the office of the Building Department.

Any person, firm or corporation who shall violate any of the provisions of this article shall be punishable, upon conviction, as provided in Chapter 1, General Provisions, Article II, General Penalty.
