Inspection of premises involved in matters before
the Board shall be made by the Board in cases where it determines
such an inspection is necessary to enable it to reach a decision.
Such inspection shall be made by at least four members of the Board,
including one or more members from the Panel of Alternates' members,
sitting on the matter. The Secretary shall make whatever arrangements
are necessary through the applicant to permit such inspection.
