The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I attached to and make a part of this chapter.

No person shall park, stop or stand a vehicle at any time upon any of the streets or parts of streets thereof described in Schedule IA, attached to and made a part of this chapter (§ 103-45.1).
No person shall park a vehicle between the hours specified in Schedule II of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in said Schedule II attached to and made part of this chapter.
No person shall stop or stand a vehicle between the hours specified in Schedule III of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in said Schedule III attached to and made part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule IV of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule IV attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule V attached to and made a part of this chapter except at the angle designated and only within the painted white stall lines.

A. 
Purpose. The purpose of this section is to establish parking prohibitions in certain areas that are on private property which is open to the public or to which the public is invited as is set forth in Schedule VA.
B. 
This section is enacted pursuant to N.J.S.A. 40:48-2.46, which grants to the Township of Jackson the authority to establish certain regulations in order to preserve and safeguard the public health, safety and welfare.
C. 
The Township shall require that handicapped parking spaces be provided by those businesses or places open to the public or to which the public is invited and is open to vehicular traffic and the parking of vehicles. The handicapped parking spaces required for those businesses or places are as set forth in Schedule VA.
D. 
All handicapped parking stalls hereinafter enumerated on Schedule VA shall be 12 feet wide and shall be signed with R7-8 (reserved parking sign) and penalty plate. The above signs shall be installed in the designated parking areas for those persons who have been issued handicapped parking permits or plates by the Division of Motor Vehicles, and each sign shall be in conformance with the Manual on Uniform Traffic Control Devices for Streets and Highways.
E. 
Location and number of handicapped parking stalls shall be determined by the Traffic Safety Officer of the Jackson Township Police Department and shall be in an area of the parking facility which is most accessible and approximate to the building or buildings which the facility serves. In shopping centers or multistore facilities, the handicapped parking will be located as close as possible to the flagship store and at other locations determined by the Traffic Officer.
F. 
No person shall park a motor vehicle in any space on public or private property appropriately marked for vehicles for the physically handicapped pursuant to P.L. 1977, c. 202 (N.J.S.A. 39:4-197.5), P.L. 1975, c. 217 (N.J.S.A. 52:27D-119 et seq.), or any other applicable law unless the vehicle is authorized by law to be parked therein and a handicapped person is either the driver or a passenger in that vehicle.
G. 
Pursuant to N.J.S.A. 39:4-207.7, an eligible handicapped person may request a law enforcement officer to arrange for the removal and storage of a motor vehicle which is parked unlawfully in a parking space or zone which is restricted for use by a handicapped person. It shall be the obligation of the owner of the motor vehicle to pay the reasonable costs for the removal and for any storage.
H. 
Parking spaces for handicapped; requirement for snow and ice removal.

(1) 
A person who owns or controls a parking area which is open to the public or to which the public is invited and which contains special parking spaces for the persons who have been issued a placard or wheelchair symbol license plates pursuant to Chapter 227, entitled "Handicapped Parking," shall be responsible for assuring that access to these special parking spaces and to curb cuts or other improvements designed to provide accessibility for handicapped persons is not obstructed.
(2) 
If snow or ice is obstructing the special parking space, curb cut or other improvements designed to provide accessibility for the handicapped, it shall be removed within 48 hours after the weather conditions causing the snow or ice ceases.
I. 
Any person who violates any of the provisions of this section shall be punished by a minimum fine of $200 for the first offense and a maximum of $500 and/or up to 90 days' community service for subsequent offenses.
