No swine shall be kept in the Township without a permit therefor
first having been obtained from the Secretary of the Board of Health,
which permit shall be issued each year, and the person or persons
desiring to keep swine shall be compelled to procure a permit each
year therefor, and the permits issued under this Code shall expire
on March 31 of each year. Application for permits to keep swine shall
be made on or before March 1 of each year and shall be accompanied
by a written statement setting forth the place or places where it
is desired to keep swine and the number of such animals is desired
to keep. The fee for the permit shall be $150, which shall be paid
at the time of the application.

For the protection of the health and laws of sanitation, the
following rules shall be observed by raisers of swine in the Township:
a.
Shelter. Swine shall be provided with shelter consisting of a building
with a weathertight roof and solid flooring. The shelter shall be
large enough that each pig up to 100 pounds shall have five square
feet of floor space, and each pig 100 pounds to 150 pounds shall have
7 1/2 square feet of floor space, and each pig over 150 pounds
shall have 10 square feet of floor space. Swine may be allowed access
to pasture or earthen floor pens only when a regular program of cleaning,
disinfecting and liming is followed.
b.
Sanitation. All hog houses and pens shall be disinfected about the
interior and exterior at least once each four weeks and dry cleaned
each day. Manure shall be removed from pens and feeding area daily
and piled a sufficient distance from pens to insure that swine will
not have access to it. Manure piles shall be spread with hydrated
lime daily. Liquid waste, including wash water, shall be disposed
of in such manner as to avoid becoming a nuisance or health hazard.
c.
Feeding. Swine shall not be fed on the ground, but on raised platforms.
Feeding platforms shall be dry cleaned daily in the same manner as
prescribed for hog houses.
d.
Manure piles. There shall not be more than one manure pile on a hog
farm for each person holding a permit. The manure pile shall be that
which is used by the operator to pile manure during each week until
weekly removal as set forth under paragraph e. below. No manure pile
shall be maintained within 300 feet of any public highway and shall
be completely screened from the public view. Fresh manure piles shall
be spread with hydrated lime or odor control spray so as to avoid
a nuisance or health hazard.
e.
Removal of manure. Manure shall be removed from the farm at least
once a week in covered vehicles only and in a way that it will not
spill on public highways.
f.
Rodent and pest control. Each licensee shall put into effect and
maintain an approved program of rodent and pest control.
g.
Manure clean-up. Manure clean-up shall be done at least twice a year
in the Spring and Fall. Overage from screening (plastic, bones, glass
& metal) shall be disposed of by the date set forth in the license
application to operate a Swine Raising Farm.
h.
Trucks. Garbage trucks will be kept painted, cleaned, water tight
and well covered when hauling garbage. They shall be disinfected at
least once a week.
j.
All new hog pens, hog buildings and feed lots or additions to present
buildings shall have at least a four-inch concrete subfloor.

There is hereby established an Advisory Board of three members,
each appointed by the Board of Health, one of whom shall be a member
of the Board of Health, another shall be a member of the Deptford
Township Livestock Association and the third shall be a livestock
farmer whose farm is located within the Township. The purpose of the
Advisory Board is to advise the Board of Health of changing conditions
in the swine industry and to recommend legislation to improve sanitation
and health in connection therewith. Each member shall be appointed
to serve a one year term.

The Board of Health shall send a representative to inspect the
buildings and premises of each licensee as often as deemed necessary
and at least once during each license year. For the purpose of making
such inspection, the representative will have free access to all buildings
and premises licensed under this chapter.

Upon determining that any person licensed under this chapter
or who has applied for a license hereunder has violated or failed
to comply with provisions of this chapter with any of the rules or
regulations of the Board made hereunder, after a hearing before the
Board of Health, the Board may suspend such person's license
or may refuse to issue a license to such person.

Any person who violates any of the provisions of this chapter
or any order, rule or regulation made by the Board under this chapter
shall be subject, upon conviction, to the penalty established in Section
BH:1-3 of this Code.
