A. 
General regulations.
(1) 
Pursuant to the authority contained in NJ.S.A. 40:48-2.46 and N.J.S.A. 39:5A-I of Subtitle I of Chapter 39, vehicular traffic and the parking of vehicles in parking yards and parking places hereinafter designated which are open to the public or to which the public is invited, whether maintained separately or in conjunction with any business or enterprise, shall be regulated in the manner specified in this article.
(2) 
The placement and types of lighting and signs, the regulation and control of noisy or boisterous persons or things and the installation and maintenance of internal traffic directional lines shall be governed and controlled as hereinafter provided.
(3) 
All areas of the subject parking lots are to be kept free of shopping carts and/or any other obstructions.
(4) 
The owners of the premises regulated by this article shall be responsible for the installation and maintenance of internal traffic directional lines and for the placement and type of lighting and signs as set forth in the regulations controlling and governing specific properties and parking yards and parking places as herein otherwise described. In the event that lines, signs, lighting or other requirements or regulations provided for in this article become damaged or obliterated from lack of repair or maintenance, the owner shall be responsible to repair, replace or recondition such lines, signs, lighting or other requirements within 30 days of the receipt of a notice from the Chief of Police of the Township.
(5) 
The owners of the premises where the vehicular and pedestrian traffic and the parking of vehicles in parking yards and parking places are regulated by this article shall post a copy of the regulations affecting their properties in a prominent location on the premises so that persons using said premises may be aware of the provisions thereof.
(6) 
Parking is prohibited within 10 feet of any fire hydrant.
(7) 
The owners of the premises regulated by this article shall be responsible for compliance with the requirements of the installation of internal traffic lines and the placement of lighting and signs.
B. 
Certain premises regulated.
(1) 
The following regulations shall apply to premises located on Route 10, East Hanover, New Jersey, presently owned by Vornado, Inc., commonly known as "Lot 65, Block 96," on the Tax Maps of the Township:
(a) 
Parking is prohibited on the north corner of the addition to the main store building, running westerly parallel to the rear of the main building, for a distance of 115 feet.
(b) 
Parking is prohibited the entire length of the front of the main store building for a width of 62 feet, which distance shall be delineated by either permanent or temporary separation islands in order to permit the installation of proper signs designating the limits of this regulation.
(c) 
Parking is prohibited in or on any street, lane, road, driveway or area not designated for parking.
(d) 
The areas described above are shown on a map entitled "Parking Area Layout, Two Guys," dated March 17, 1971, made by Peter S. Marra, consulting engineer, which layout was attached to Ordinance No. 17-1971 adopted by the Township on September 20, 1971, and placed on file at the office of the Township Clerk.
(2) 
The following regulations shall apply to premises located at 63 Mt. Pleasant Avenue, East Hanover, New Jersey, presently owned by the Hanover Park Regional High School District, commonly known as "Block 99, Lot 3," on the Tax Maps of the Township of East Hanover:
(a) 
Parking on the premises shall be by permit only on regularly scheduled school days between the hours of 7:00 a.m. and 2:00 p.m.
(b) 
Permits for parking shall contain the high school name and permit number. The issuance and control of such permits shall be under the direction of the Hanover Park Regional High School District.
(c) 
Signs shall be erected at each entrance to the subject property, informing those entering the property of the restricted parking as set forth in Subsection B(1).
(d) 
Parking is prohibited in any lane, road, driveway or area not designated for parking.
(e) 
All visitors entering the premises during the day as set forth in Subsection B(2)(a) shall secure proper authorization for parking while on the premises.
(3) 
The following regulations shall apply to premises located at River Road, East Hanover, New Jersey, Block 103, Lot 3, commonly known as "Castle Ridge Townhouse":
(a) 
Parking is prohibited on Castle Ridge Drive, Kingsbridge Drive and Queensbridge Drive.
(b) 
Parking is permitted in designated parking areas only.
(4) 
The following regulations shall apply to premises located on Route 10, East Hanover, New Jersey, Block 103, Lot 3.02, commonly known as "Castle Ridge Plaza":
(a) 
Parking is prohibited along all sides of the building shown on a map entitled "Castle Ridge Plaza," dated May 23, 1986, revised through August 11, 1986, and adopted by the Township on November 25, 1986, with the exception of the western side.
(b) 
Parking is prohibited on all streets, roads, lanes, driveways and fire zones, except where expressly permitted.
(5) 
The following regulations shall apply to premises commonly known as the "East Hanover Township Library parking lot":
(a) 
All vehicles must park only in designated areas and between the lines provided.
(b) 
The East Hanover Library parking lot is reserved for library personnel only.
(c) 
There shall be an area designated as a loading zone and a separate area designated for handicapped parking, both of which are shown on the attached site plan and made a part of this chapter.[1]

(d) 
Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, oil fills, any grass area or pedestrian walkway or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
(e) 
If any part of these regulations are held to be invalid for any reason, such decision shall not affect the validity of the remaining portion of the regulation.
(6) 
The following regulations shall apply to premises located on Route 10, East Hanover, New Jersey, presently owned by Heller Hanover Limited Partnership, being known as Lots 78 to 81 of Block 96 on the Tax Map of the Township of East Hanover, being more commonly known as "East Hanover Plaza":

(a) 
Parking is prohibited in or on any street, lane, road, driveway, fire zone or area not specifically designated for parking.
(b) 
Any vehicle parked or standing so as to impede or obstruct a normal flow of traffic, block entrances or exitways, fire lanes, loading zones or pedestrian walkways or present in any way a safety or traffic hazard may be removed by towing the vehicle at the expense of the owner or operator.
(7) 
The following regulations shall apply to premises located on Route 10, East Hanover, New Jersey, presently owned by GI Partners, being known as Lot 9 of Block 99 on the Tax Map of the Township of East Hanover, being more commonly known as the "Sony Theater complex":

(a) 
Parking is prohibited in or on any street, lane, road, driveway, fire zone or area not specifically designated for parking, including all driveways and areas designated for "no parking" within the parking structure on the premises.
(b) 
No vehicle shall be parked or stopped or stand so as to take on or discharge passengers except in such areas specifically designated for this purpose.
(c) 
Any vehicle parked or standing so as to impede or obstruct a normal flow of traffic, block entrances or exitways, fire lanes, loading zones or pedestrian walkways or present in any way a safety or traffic hazard may be removed by towing the vehicle at the expense of the owner or operator.
(8) 
There is hereby created, ratified and adopted a new subsection of the Township Code of the Township of East Hanover, entitled, "Applicability of Subtitle 1 of Title 39 of the Revised Statutes of the State of New Jersey to Castle Ridge Condominiums."

(a) 
Applicability of Subtitle 1 of Title 39 of the Revised Statutes of the State of New Jersey to Castle Ridge Condominiums. Subtitle 1 of Title 39 of the Revised Statutes of the State of New Jersey be and are hereby applicable to the Castle Ridge Condominium Complex located on River Road in the Township of East Hanover, County of Morris, State of New Jersey.
(b) 
Definitions. As used in this subsection, the following terms shall have the meanings indicated:
MOTOR VEHICLE ("VEHICLE")
As defined by Title 39 of the Revised Statutes of the State of New Jersey.
PERSON
Any individual, corporation, company, society, firm, partnership, organization and/or any other group or entity acting as a unit.
(c) 
Specific regulations.

[a] 
All vehicles must park in designated areas and between the lines provided.
[b] 
No person shall stop or stand a vehicle upon any of the streets or parts of streets described below:

All stalls, as designated on the site plan entitled "Castle Ridge Townhomes," dated May 13, 1985, and revised June 28, 1985, and September 9, 1985, shall be 12 feet wide and signed with the R7-8 and R7-8P (Reserved parking sign and penalty plate), in the designated parking areas for persons who have been issued the handicapped parking permits by the Division of Motor Vehicles.

Regulatory and warning signs shall be erected and maintained to effect the speed limits set forth in Subsection B(8)(c)[3][a] above.

Tow-away zones. Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, oil fills, any greasy area or pedestrian walkway or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's expense.
[6] 
Signing and striping. All signing and striping shall be in conformance with the Manual On Uniform Traffic Control Devices as adopted pursuant to N.J.S.A. 39:4-1989 and 39:4-183.27.
(d) 
Enforcement. Enforcement of Subtitle 1 of Title 39 of the Revised Statutes of the State of New Jersey, as well as all regulations set forth in this subsection, with the exception of Subsection B(8)(c)[1][c], [2][b] and [3][b], which shall be enforced by the Township Engineer, shall be enforced by the Township of East Hanover Police Department.
(e) 
Violations and penalties. Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of any provision of this subsection, or any supplement thereto, with the exception of Subsection B(8)(c)[1][c], [2][b] and [3][b], shall be punished by a fine of not more than $1,000 and/or imprisonment for a term not exceeding 15 days, or both.
(9) 
There is hereby created, ratified and adopted a new subsection of the Township Code of the Township of East Hanover, entitled "Applicability of Subtitle 1 of Title 39 of the Revised Statutes of the State of New Jersey to Hanover Park Condominiums."

Subtitle 1 of Title 39 of the Revised Statutes of the State of New Jersey be and are hereby applicable to the Hanover Park Condominium Complex located in the Township of East Hanover, County of Morris, State of New Jersey.
(b) 
Definitions. As used in this subsection, the following terms shall have the meanings indicated:
HANOVER PARK SITE PLAN
That site plan designated as "Site Plan for Hanover Estates", originally dated July 15, 1991, with the latest revised date of October 30, 1992, and any amendments thereof.
MOTOR VEHICLE ("VEHICLE")
As defined by Title 39 of the Revised Statutes of the State of New Jersey.
PERSON
Any individual, corporation, company, society, firm, partnership, organization and/or any other group or entity acting as a unit.
(c) 
Specific regulations.
[1] 
General parking.
[a] 
All vehicles must park in designated areas and between the lines provided.
[b] 
No person shall park a vehicle upon any of the streets or parts of streets described below:

All stalls, as designated on the Hanover Park site plan, or as designated by the Hanover Park Condominium Association, shall be 12 feet wide and signed with the R7-8 and R7-8P (reserved parking sign and penalty plate), in the designated parking areas for persons who have been issued the handicapped parking permits by the Division of Motor Vehicles.

(10) 
The following regulations shall apply to premises commonly known as the "East Hanover Senior Center" parking lot on Mt. Pleasant Avenue, more specifically defined as those areas to the immediate north and east of the building and the circular drive in front thereof:

(a) 
Parking on the premises shall be by permit only between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, without exception.
(b) 
Permits shall indicate they are for the Senior Center lot and shall contain a permit number.
(c) 
Permits may be obtained from the Division of Recreation at the Rinaldi Recreation Center by any senior citizen or member of the East Hanover American Legion or VFW posts for his or her personal use when visiting the Senior Center or post home.
(d) 
Invited guests may receive a "Guest" placard from an officer of the senior citizens or either veterans post. Such placard shall be displayed during the guest's visit, and the placard shall be returned to the organization from which it was obtained at the end of the visit.
(e) 
Use of the permit by anyone other than the person to whom it is issued shall be a violation, and more than two such violations shall, in addition to any fines which may be imposed by the Municipal Court, result in the revocation of the permit.
(f) 
Signs shall be erected at the entrance to the subject property informing those entering the property of the restricted parking.
(g) 
Violations of this subsection shall be punishable by fines of not less than $50 for the first offense and not less than $100 for a second offense, nor more than $1,250 or imprisonment for not more than 90 days, or both.
(h) 
Any vehicle parked or standing in any restricted area or as to obstruct or impede a normal flow of traffic, block entrances or exitways, any grass area or pedestrian walkway, or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
(11) 
There is hereby created, ratified and adopted a new subsection of the Township Code of the Township of East Hanover, entitled "Applicability of Subtitle 1 of Title 39 of the Revised Statutes of the State of New Jersey to the premises located at as Block 100, Lot 33 on the Tax Map of the Township of East Hanover," more commonly known as 235 Route 10 in the Township of East Hanover, County of Morris, State of New Jersey.

(a) 
Applicability. Subtitle 1 of Title 39 of the Revised Statutes of the State of New Jersey be and are hereby applicable to the premises located at as Block 100, Lot 33 on the Tax Map of the Township of East Hanover, more commonly known as 235 Route 10 in the Township of East Hanover, County of Morris, State of New Jersey.
(b) 
Enforcement. Enforcement of Subtitle 1 of Title 39 of the Revised Statutes of the State of New Jersey, as well as all regulations set forth in this subsection, shall be enforced by the Township of East Hanover Police Department.
(c) 
Violations and penalties. Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of any provision of this subsection, or any supplement thereto, shall be punished by a fine of not more than $1,000 and/or imprisonment for a term not exceeding 15 days, or both.
