The construction, acquisition or enlargement of public improvements, buildings and facilities as may be found to be necessary, and to be made available for use by governmental agencies in the furnishing of essential governmental, health, safety and welfare services to its citizens, is hereby declared to be a public need essential to the public interest.
There is a need and it is in the best interest of the public that a Public Building Commission be organized in and for McLean County, Illinois, to exercise the powers and the authority prescribed by the provisions of the Act entitled "An Act to authorize the creation of Public Building Commissions, and to define their rights, powers and duties," approved July 5, 1955, and all acts amendatory thereof and supplementary thereto (50 ILCS 20/1 et seq.) and that such Public Building Commission shall be hereafter known as the "Public Building Commission of McLean County, Illinois."
The presiding officer of the County Board of Supervisors of McLean County, Illinois, shall, within 10 days after the adoption of this article by the County Board of Supervisors, cause a copy hereof to be published once in The Daily Pantagraph, a daily newspaper published in and of general circulation in the County seat of McLean County, Illinois, and said presiding officer is further empowered and authorized to take such other and further action necessary to implement this article in order that said Public Building Commission be created in and for McLean County, Illinois, as herein provided for and as provided by said Act above referred to.
Any municipal corporation which has the power of taxation under the laws of the State of Illinois and any part of whose area of jurisdiction lies within the territorial limits of the County seat of McLean County, Illinois, may join the organization of said Public Building Commission in the manner and as provided by "An Act to authorize the creation of Public Building Commissions and to define their rights, powers, and duties," approved July 5, 1955, as amended.
