The Clerk of the Circuit Court of McLean County, Illinois, shall, on and after January 1, 1991, charge and collect the following court system finance fees:
A fee of $5 shall be collected in all civil cases filed with the Clerk of the Circuit Court. Such fees shall be paid at the time of filing the first pleading, paper or other appearance filed by each party in all civil cases. No additional fees shall be required if more than one party is presented in a single pleading, paper or other appearance. Such fees shall be in addition to all other fees and charges of such Clerk and assessable as costs.
A fee shall be added to all fines imposed under 730 ILCS 5/5-9-1 as follows:

The Circuit Clerk shall remit such fees to the County Treasurer not less than monthly.
The fees shall be placed in the County General Fund and used to finance the court system in McLean County.
