The Borough of Eatontown's government shall be organized according to this chapter into departments as provided by this chapter with the goal of achieving maximum efficiency and effectiveness. The departments of the Borough of Eatontown shall be as follows:
A. 
Department of Administration.
B. 
Department of Finance.
C. 
Department of Construction Code Enforcement.

Department of Public Works.
E. 
Department of Recreation and Community Services.
F. 
Department of Emergency Services.
G. 
Municipal Court.
H. 
Borough Clerk.
I. 
Department of Land Use (Planning and Zoning Code Enforcement).

All departments created as part of this chapter shall be headed by a Director. The Borough Administrator shall make a recommendation for appointment to the Borough of Eatontown Mayor and Council for initial appointments, which shall have the right to accept or reject the same by vote of the majority of Council. Thereafter, the Mayor and Council, by resolution, will make all reappointments in accordance with the ordinance or statute governing a position's term. The Department Director may simultaneously serve as a Division Manager.
Directors shall participate in the hiring of subordinate officers and employees within their respective department and may recommend removal of such officers and employees, subject to the provisions of General Law. The Director of each department shall be subject to the supervision of the Borough Administrator and shall be responsible for the following:
A. 
Devote such time as required for the purposeful and efficient discharge of the duties of the respective office.
B. 
Have, exercise and discharge the functions, powers and duties of the department.
C. 
Prescribe the internal organization of the department and the duties of the subordinates and assistants, subject to approval of the Borough Administrator.
D. 
Administer the work of the department with respect to the functions established by this Code.
E. 
Recommend subordinate officers and employees to be employed within their department and assign functions, powers and duties to them and delegate such powers as may be deemed necessary for the efficient administration of the department.
F. 
Report at least annually to the Borough Administrator, in such form as may be approved by him, on the work of the department during the preceding year.
G. 
Certify the correctness and propriety of all payrolls and vouchers or provide the certification for them.
H. 
Prepare budgets and maintain proper accounts for his or her department.
I. 
Assist in the hiring of qualified individuals for all positions, pursuant to the personnel policies of the Borough of Eatontown.
J. 
Perform such other duties and responsibilities as directed by the Borough Administrator.
Whenever a vacancy exists for any reason in the office of a Director of any Borough Department and no ordinance or statute exists to the contrary, the Borough of Eatontown's Mayor and Council may temporarily fill such vacancy by appointing, by resolution, another officer or employee of the Borough as Acting Director, who shall perform all the duties and functions of such Department Director until the office shall be filled permanently. Any such appointment of any Acting Director shall terminate not later than 90 days after the date of the appointment unless the Council shall by resolution authorize one or more extensions. A permanent replacement shall be hired by the Mayor and Council pursuant to the policies established by the Borough of Eatontown.
