It is the purpose of the chapter to establish a professional ambulance service in the City of Pleasantville which will provide competent, responsive and safe medical transportation services for the residents and visitors of the city. Such services are to be provided on an emergency basis as well as a general medical transportation basis. This chapter establishes the Pleasantville EMS within the Pleasantville Fire Department.
There is hereby established in the City of Pleasantville the Pleasantville EMS, which shall be administered and managed through and be a part of the Pleasantville Fire Department under the direction of the Chief of the Pleasantville Fire Department. The operation of the ambulance services provided by the Pleasantville EMS will be by the personnel of the Pleasantville Fire Department. The establishment of the Pleasantville EMS shall be pursuant to and in accordance with the regulations of the New Jersey Department of Health and Senior Services and shall be licensed in Department of Health and Senior Services and shall be licensed in accordance with such regulations as administered by the Office of Emergency Medical Services for licensure of mobility assistance vehicle services and ambulance services.
The Pleasantville EMS will provide for paid ambulance services in accordance with the provisions of its licensure from the New Jersey Department of Health and Senior Services. Billing for services provided by the Pleasantville EMS may be conducted through an independent third party billing contractor as may be retained from time to time by the City Council by resolution. Funds received from such billing services shall be paid into the general account of the City of Pleasantville. The collection of such fees and the coordination between the city and any third-party independent billing contractor shall be overseen and monitored jointly by the Chief Financial Officer of the City of Pleasantville and the Fire Chief.

The fee schedule for ambulance services as provided here within by the City of Pleasantville Fire Department/EMS is as follows:
A. 
Basic EMS for treatment on scene and while en route to hospital: $625.
B. 
Mileage fee per mile for transportation to hospital: $14.
C. 
"Light rescue" is defined as maintaining battery issues, fluid cleanup, stabilization of vehicles, use of hand tools, hazard control, and other scene-related light rescue operations: $200.
D. 
"Medium rescue" is defined as operations that include the use of power tools and hydraulic rescue tools to perform activities such as opening or removing doors to provide access to patients as well as stabilizing vehicles and performing hazardous assessments: $450.
E. 
"Heavy rescue" is defined as operations that include any technical rescue procedures, including but not, limited to water and ice rescue, rope rescue, confined space rescue, high angle rescue, trench rescue or structural collapse rescue. Heavy rescue also includes motor vehicle rescue that includes the use of power tools and hydraulic tools to perform operations such as partial or full roof removal, front/dash displacement, third door access, and separating vehicles from one another: $800.
